Organizational Context and Scope

The International Organization for Migration (IOM) is the UN Migration Agency. IOM has been working on migration, environment, climate change and disaster risk reduction (MECR) for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided and foster post-disaster recovery solutions and resilience-building.

In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle:

  1. “Solutions for people to move” - Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards.

  2. “Solutions for people on the move” - Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards.

  3. “Solutions for people to stay” - Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.

The Regional Responses to Climate Displacements in Sub-Saharan Africa (RE2CLID) project aims to enhance the resilience and self-reliance of Displacement-Affected Communities (DACs) in Sub-Saharan Africa who face the risks of disasters, the adverse effects of climate change and environmental degradation. This initiative targets the highly vulnerable region of the Lake Tanganyika Basin, spanning Burundi, the Democratic Republic of Congo, and Tanzania (i.e. Cluster 1).

The project employs an area-based approach focusing on averting displacement, minimizing displacement impacts, and resolving existing displacement situations. It emphasizes gender-responsive disaster forecasts and management systems, sustainable natural resources governance, and enhancing the resilience and self-reliance of DACs to reach durable solutions. Key activities include strengthening early warning systems, promoting sustainable land use and natural resource management, and integrating DACs into national and local disaster response frameworks.

By addressing the root causes of climate-induced displacement and fostering inclusive, climate-resilient solutions, RE2CLID aims to reduce vulnerability and enhance long-term sustainability in affected communities. This initiative is aligned with regional and international frameworks, including the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, and the Global Compact for Migration and Refugees.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Officer, the incumbent will support the operational and coordination activities of the RE2CLID project (Specific Objectives 1 and 3) in Burundi, in liaison with other IOM programming.

Responsibilities

1.Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project, supporting the integration of disaster risk reduction (DRR) and climate change adaptation (CCA) considerations in accordance with IOM policies and practices and donors’ requirements.

2. Keep the Programme Officer informed on the status of project implementation; report gaps and challenges, including in areas such as community preparedness, early warning, and contingency planning, and suggest potential corrective actions.

3. Participate in the development and adjustment of work plans, project budgets, monitoring & evaluation tools and standard operating procedures, including DRR and CCA activities.

4. Coordinate the collection, verification and analysis of data and background information; help maintain information management systems and project-related communication materials, including awareness-raising products that integrate DRR/CCA information.

5. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements, including reporting on DRR/CCA activities.

6. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts, particularly those engaged in DRR and climate change.

7. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities, supporting sessions on community-based DRR, contingency planning and inclusion of vulnerable groups.

8. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums, and provide summaries or updates to supervisor.

9. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents, ensuring DRR-CCA aspects are included.

10. Supervise and provide training and technical guidance to project staff as assigned, including on basic DRR/CCA practices and safe operational standards.

11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, following IOM safety procedures.

12. Support the integration of gender equality, age, disability inclusion and protection principles across project activities.

13. Perform other related duties as required.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Environment, Migration, International Relations or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in project management or coordination in humanitarian disaster risk reduction, or development contexts.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Knowledge of DRR, CCA, disaster preparedness, and resilience concepts in Burundi.
  • Proven capacity to work effectively with other programming units.
  • Ability to assist in addressing operational and programmatic issues.
  • Clear communication in English (oral and written) with the ability to prepare reports and communication materials.
  • Understanding of gender dynamics and their intersection with migration, disaster risk reduction, and climate change programming.
  • Knowledge in GIS/Data and Information Management in the fields of Disaster Risk Reduction and Climate Change Adaptation.

Languages
