The purpose of this engagement is tensure that HEVA Fund:
Fully complies with OSHA 2007 and all relevant subsidiary regulations.
Establishes effective internal systems for health, safety, and emergency preparedness.
Promotes the well-being of employees through proactive occupational health initiatives.
Minimizes workplace risks through systematic assessments, training, and monitoring.
Legal & Regulatory Framework
The OHS service provider will be guided by and ensure full compliance with:
Occupational Safety and Health Act, 2007 (Cap. 236A).
The Factories and Other Places of Work (Medical Examination) Rules, 2005.
OSHA (First Aid in the Workplace) Regulations, 2024.
OSHA (Registration of Workplace Premises) Regulations, 2022.
Fire Risk Reduction Rules, 2007.
Any other relevant guidelines issued by the Directorate of Occupational Safety & Health Services (DOSHS).
Scope of Services
The service provider will deliver the following services tHEVA Fund:
Compliance & Risk Assessment
Conduct a baseline OHS audit of HEVA's head office and other operational premises.
Identify workplace hazards (ergonomic, psychosocial, fire, electrical, slips/falls, etc.).
Assess compliance with OSHA 2007, including workplace registration, formation of a safety committee, and adequacy of first aid provisions.
Policy & Systems Development
Review and update HEVA's OHS Policy Statement talign with legal requirements and best practice.
Implementation of workplace safety programs and emergency response plans.
Develop internal OHS procedures covering:
Emergency evacuation and fire safety.
First aid and medical response.
Hazard and incident reporting.
Ergonomic and workstation safety guidelines
Training & Capacity Building
Train and certify workplace First Aiders in line with OSHA standards.
Train and guide HEVA's Safety and Health Committee.
Conduct staff awareness sessions on:
Fire safety and emergency response.
Office ergonomics.
Stress management and psychosocial well-being.
Emergency Preparedness
Develop and test an emergency response plan for HEVA Fund.
Facilitate fire drills and evacuation simulations .
Advise on adequacy, placement, and servicing of firefighting and safety equipment.
Review availability and functionality of fire extinguishers, smoke detectors, alarm systems, Emergency exits, signage, and assembly points.
Health & Wellness Advisory
Recommend programs for employee wellness (mental health, stress management, preventive care).
Provide periodic health surveillance services where necessary.
Advise on measures treduce psychosocial risks in a financial/office-based work environment.
Monitoring & Reporting
Prepare and submit safety performance and compliance reports.
Provide incident/accident investigation services and recommend corrective actions.
Maintain proper compliance documentation for inspections by DOSHS.
Deliverables
The OHS service provider will be expected tdeliver:
Baseline OHS audit and compliance report.
Updated OHS Policy Statement and internal procedures.
Emergency response and evacuation plan.
Records of staff training sessions and certifications (first aiders, fire marshals, safety committee).
Conduct a fire drill and evacuation simulation.
Give safety and health reports.
Incident/accident reports where applicable.
Qualifications & Experience
The service provider must:
Be a DOSHS-registered Occupational Safety & Health Advisor/firm.
Have at least 5 years' experience providing OHS services, preferably within the financial or service sector.
Demonstrate expertise in OSHA compliance audits, policy development, and staff training.
Provide at least three references from similar assignments.
Possess a proven track record in delivering high-quality OHS advisory services.
