Person Specifications (Education, Experience & Competencies)
Bachelor's degree in any of the following disciplines: Economics, Statistics, Mathematics, Strategic Management, Project Management, Monitoring & Evaluation, or equivalent qualification from a recognized institution;
Proficiency in computer applications.
Key Responsibilities:
Collecting and collating data for the development of policies, strategies, frameworks, guidelines, procedures, regulations and standards for the Agency;
Implementing the Agency's performance contract, strategic plan and master plan;
Preparing the Agency's Public Expenditure Review (PER) and Medium-Term Expenditure Framework (MTEF) budget;
Developing departmental workplans and aligning them to the budget;
Providing support in the development of Standard Operating Procedures (SOPs) for monitoring and evaluation;
Compiling data on the projects and programmes and performance contracting;
Implementing monitoring and evaluation systems for the Agency;
Compiling reports on the Agency's key performance indicators and reporting periodically for decision making;
Undertaking feasibility studies on all service delivery projects and programmes;
Documenting project priorities and status of their implementation;
Identifying areas of risk in the department;
Implementing the department's charter;
Promoting Business Process Re-engineering (BPR); and
Implementing the business continuity plans.
