Job Summary


The Procurement Engineer executes procurement and supply chain functions for oil & gas projects with mainly international transactions.
Takes direct charge of operational execution, technical compliance, commercial documentation, data accuracy, vendors' coordination and timely delivery of materials working under the direction of and reporting to the Department's Manager.


Key Responsibilties
Procurement Execution & Support :


Assist in sourcing materials, equipment, and services for oil & gas projects in accordance with approved procurement plans.
Prepare and issue RFQs to approved vendors and follow up on responses.
Collate vendor quotations and support technical and commercial bid evaluations.
Raise purchase requisitions and assist in preparing purchase orders for approval.


Technical Compliance & Documentation (International):


Review vendor technical submissions to ensure compliance with project specifications, drawings, and industry standards (API, ASME, ISO).
Coordinate with Engineering and Project Teams to clarify technical requirements.
Maintain accurate procurement documentation, including datasheets, quotations, and technical clarifications.


Vendor Coordination (International):


Liaise with vendors on pricing, delivery timelines, technical clarifications, and documentation requirements.
Track supplier performance and escalate delivery or quality issues to the Internal Sales Manager or Supply Chain Manager.
Support vendor pre-qualification and vendor data updates.


Delivery & Logistics Support:


Monitor order status and follow up with suppliers to ensure timely delivery.
Coordinate with logistics and site teams to support delivery schedules.
Assist with expediting, inspection coordination, and material receipt documentation.


Reporting, Compliance & Authority (Local and International):


Prepare procurement status reports, RFQ logs, quotation trackers, and delivery schedules.
Ensure compliance with Raybond Technical Limited's procurement procedures, ethics, and documentation standards.
Support audits and project close-out documentation.
No independent signing authority for contracts or purchase orders.
Vendor negotiations limited to technical clarifications and preliminary pricing discussions.


Qualifications and Experience


Bachelor's Degree in Engineering (Mechanical, Electrical, Chemical, or related discipline).
3 - 6 years' experience in procurement or project engineering within the oil & gas or heavy industry sector.
Familiarity with oil & gas materials, equipment, and vendor documentation.
Experience working with RFQs, quotations, and procurement documentation.


Required Skills and Competencies:


Strong technical understanding and ability to interpret engineering drawings and specifications.
High attention to detail and strong documentation skills.
Good coordination and communication skills.
Ability to manage multiple RFQs and priorities simultaneously.
Basic commercial awareness (pricing, lead times, delivery terms).
Proficiency in MS Excel and ERP or procurement systems.
