Job Summary

Reporting directly to the Associate Group Executive, People & Organizational Development (POD)/Corporate Services Administration (CSA), the Procurement Officer will work closely with relevant TDB Group and TDF staff to provide end-to-end procurement and contract management support. The role is responsible for ensuring the timely, efficient, and compliant procurement of goods, works and services in accordance with TDB Group policies and the requirements of project financing partners. The incumbent supports all stages of the procurement cycle, including procurement planning, sourcing, contract administration, record management, and capacity building, while promoting value for money, transparency, and the successful implementaion of project activities.

Duties and Responsibilities

The key roles and responsibilities of the Procurement Officer include:

Procurement Management and Planning:


Provide operational support and guidance on TDB Group procurement policies, procedures, and best practices for the acquisition of goods and services.
Assist in the preparation, consolidation, implementation, and monitoring of procurement plans.
Maintain procurement records, update procurement plans, and track procurement activities to ensure timely implementation.
Promote compliance with the TDB Procurement Manual by upholding the highest standards of integrity, transparency, and ethical conduct, and reporting any irregularities.
Support procurement capacity building through training and guidance to staff involved in procurement activities.


Procurement Process Management:


Prepare and issue procurement notices, solicitation documents, and standard bidding documents in accordance with approved procurement procedures.
Coordinate the issuance, receipt, opening, and evaluation of quotations, bids, and proposals.
Prepare and issue clarifications, amendments, bid extensions, notifications of award, and draft contracts as required.
Facilitate contract execution in accordance with approved procurement procedures.
Participate in the evaluation of quotations, bids and proposals as appropriate.
Manage procurement-related clarifications, complaints, and contract award notifications in a timely manner.


Monitoring/Reporting and Documentation:


Prepare periodic procurement progress reports, including quarterly, semi-annual, and annual reports.
Maintain complete, accurate, and accessible procurement and contract records to support reporting, audit, and compliance requirements.


Contract Management:


Lead contract negotiations and preparation of contract documentation in line with approved award decisions.
Maintain and update the contract register and monitor contract implementation to ensure compliance with contractual obligations, timelines, and deliverables.
Review contract payment requests and support timely processing of payments in accordance with contractual provisions.
Coordinate contract close-out, maintain contract records, and support the resolution of contractual issues and disputes where required.
Perform any other procurement-related duties as assigned by TDB Management.


Qualifications and Experience

The Procurement Officer shall possess the following minimum qualifications and experience:


A Master's degree in Procurement, Management, Business Administration, Accounting, Law, Engineering or closely related field from a recognized institution.
A mimimum of eight (8) years of general experience in the procurement field.
A minimum of five (5) years of relevant experience in procurement, sourcing, contract management, logistics, supply chain management, or related functions within donor-funded projects, international organizations, humanitarian agencies, public sector entities, or private sector organizations.
Experience in strategic sourcing, supplier relationship management, contract negotiations, and procurement planning will be an added advantage.
Membership in a recognized professional procurement body with a valid practicing license where applicable.
Results oriented individual with excellent written and communication skills, proven ability to rapidly produce quality reports and ability to work in a multicultural setting.
Proven organizational, problem solving and decision-making skills with the ability to build partnerships, work in multinational teams, deliver resulys and manage client relationships.
Proficiency in the use of computer programs including MS Office applications.
Fluency in English is a requirement. Knowledge of another official langugage of TDB Group's member states (French or Portuguese) would be an added advantage.
