The Procurement & Supply Chain Manager is responsible for leading and managing end-to-end procurement, importation, logistics, and supply chain operations for a fast-paced, time-sensitive manufacturing business. The role provides strategic and operational oversight across sourcing, purchasing, inventory planning, warehousing, distribution, and supplier management to ensure uninterrupted production and on-time delivery.
Key Responsibilities
Supply Chain
Develop and implement an integrated supply chain, procurement, and logistics strategy aligned with the company's growth, production, and operational objectives.
Lead end-to-end supply chain planning including demand forecasting, supply planning, and capacity planning to support manufacturing, sales, and project timelines.
Design and optimize supply chain networks covering sourcing, warehousing, transportation, and distribution.
Identify alternative sourcing markets and suppliers to ensure business continuity and supply resilience.
Procurement
Develop and execute procurement plans aligned with production schedules and inventory requirements.
Forecast procurement and import requirements to support production, sales, and project timelines.
Lead strategic sourcing initiatives and long-term supplier partnerships.
International Sourcing & Importation
Manage all international sourcing and supplier relationships.
Oversee import documentation, shipping schedules, freight forwarding, customs clearance, and delivery timelines.
Ensure compliance with import regulations, tax requirements, and customs procedures.
Coordinate with clearing agents, shipping lines, freight forwarders, port authorities, and regulators.
Management of Supplier & Vendor
Identify, evaluate, appoint, and manage international and local suppliers.
Negotiate pricing, payment terms, delivery schedules, and service level agreements.
Monitor supplier performance on cost, quality, lead time, service levels, and reliability.
Drive continuous supplier improvement and performance optimization programs.
Budget Management
Develop and manage the procurement, logistics, and supply chain budget.
Monitor freight, clearing, warehousing, transportation, and inventory holding costs.
Drive cost-saving and efficiency initiatives across the supply chain without compromising quality or delivery timelines.
Inventory, Warehousing & Distribution Management
Oversee inventory planning, replenishment cycles, and safety stock levels.
Optimize warehouse operations, storage, picking, and dispatch processes.
Ensure efficient distribution and on-time delivery to production sites and customers.
Minimize stock-outs, overstocking, slow-moving stock, and obsolescence.
Ensure accurate stock records and strong inventory controls.
Quality Assurance & Supplier Compliance
Ensure all imported and locally sourced goods meet company specifications and quality standards.
Manage supplier quality issues, claims, audits, and corrective actions.
Enforce supplier compliance with contractual and regulatory requirements.
Compliance, Risk & Controls
Ensure full compliance with procurement policies, import/export laws, customs regulations, and statutory requirements.
Identify and mitigate supply chain risks including shipping delays, supplier dependency, currency exposure, geopolitical risks, and regulatory changes.
Establish and maintain strong internal controls over procurement, logistics, and inventory processes.
Stakeholder Coordination & Business Support
Work closely with Finance, Sales, Production, Projects, and Operations teams to ensure timely availability of materials and finished goods.
Provide regular updates on supply chain performance, shipment status, delivery timelines, and risk exposure.
Support business planning, budgeting, and growth initiatives.
Reporting & Performance Management
Prepare integrated supply chain, procurement, and logistics performance reports for senior management.
Track and report KPIs on cost efficiency, service levels, delivery timelines, supplier performance, inventory turns, and working capital.
Drive continuous improvement through data-driven performance management.
Qualifications
Bachelor's Degree in Supply Chain Management, Procurement, Logistics, Business Administration, or related field;
Master's Degree is an added advantage;
Experience working in the Print Media/Out of Home Marketing Mandatory;
Minimum of 10 years' experience in supply chain, procurement and logistics, with at least 5 years in a senior management role;
Strong experience in international sourcing, imports, clearing and forwarding;
Professional qualification (CIPS, CPSM, CSCP or equivalent) is mandatory;
