Job description
Position Summary
The Clinton Health Access Initiative (CHAI) is seeking a highly motivated Program Analyst to provide programmatic leadership, supervision, coordination, performance monitoring and stakeholder engagement for the Key Population (KP) Peer Navigators Program. The program supports the identification, tracing, re-engagement, and linkage to HIV prevention and treatment services of female sex workers (FSW) and men who have sex with men (MSM) who were lost from Kenya Health Information System (KHIS) records following the 2025 donor funding transition across the six project counties following the 2025 donor funding transitions.
This is a program supervision, coordination, and engagement role. It does not include direct client tracing, peer education, or case management, which are carried out by community-based peer educators under the supervision of Ministry of Health Community Health Assistants (CHAs). The Program Analyst instead provides programmatic oversight of the peer educator cadre through the CHA supervisory structure, coordinates with county and national stakeholders, and ensures activities are delivered efficiently, on schedule, within budget, and in compliance with Ministry of Health and donor requirements.
Responsibilities
Provide day-to-day programmatic oversight of the KP Peer Navigators Program across the six project counties, ensuring activities are delivered on time, within budget, and in line with the approved work plan and cost-effectiveness (BOTEC) targets.
Coordinate with the Community Health Assistants (CHAs) supervising peer educators to track progress against monthly tracing and linkage targets, monthly facility-level micro-planning meetings including biannual supervision and mentorship visits.
Monitor program performance, identify underperformance, bottlenecks, and county-specific risks such as political will for peer educator absorption, KHIS reporting gaps, and facility readiness, and escalate them to the Senior Director, Infectious Diseases, with recommended solutions.
Serve as CHAI's primary liaison with the County Health Management Teams (CHMTs) in the six project counties, leading county entry meetings and working with county KP coordinators and facility in-charges to resolve linkage barriers raised in biweekly joint review meetings.
Support county-level advocacy for the recognition and absorption of well-performing peer educators as special community health promoters within county community health systems.
Represent CHAI with NASCOP, the Ministry of Health, and other national KP stakeholders, including the program inception meeting and technical working groups, and liaise with other implementing partners and donors such as the Global Fund GC8 program and PEPFAR-supported partners to avoid duplication.
Coordinate with NASCOP's data and KHIS teams to secure facility-level lost-client lists and support restoration of KP reporting in the six project counties.
Oversee data quality and program tracking, including monthly data-quality audits comparing peer educator registers against KHIS and facility records, and maintenance of the cohort loss, implementation timeline, and budget tracking tools.
Track monitoring and evaluation indicators, including ART and prevention re-engagement, KHIS report rate, facility dataset activation, and retention by service-delivery model; prepare monthly and quarterly reports; and support the end-of-grant evaluation of which service-delivery model best retains each KP group under domestic financing.
Ensure adherence to ethical standards, safeguarding principles, data protection requirements, and confidentiality protocols in all program activities involving key population clients and health records.
Support operational research, assessments, and evaluations aimed at identifying effective service-delivery approaches for re-engagement and retention of key populations under domestic financing models.
Support budget tracking for peer educator stipends, training, supervision, and micro-planning cost lines, and prepare disbursement requests and expenditure reconciliation with CHAI finance in line with donor requirements.
Perform any other duty as assigned by the supervisor
