The Program Data Officer is responsible for implementing the technical aspects of data systems to support SHOFCO's Monitoring, Evaluation, and Learning (MEL) and program teams. This includes designing and maintaining data systems, ensuring high-quality data collection, extraction, and cleaning, and responding to program data needs with speed and accuracy. The officer ensures data is transformed into usable insights to drive decision-making across our programs.
Key Responsibilities / Duties/ Tasks
Work with the Technology Director to design, maintain, and optimize complex forms, surveys, workflows, and case structures tailored to program and MEL needs.
Extract, clean, validate, and organize datasets from data platforms to support reporting and decision-making.
Respond to MEL and program team requests for data exports, dashboards, KPIs, and indicator verifications.
Collaborate with relevant stakeholders on data systems improvements, bug tracking, and feature testing.
Build and automate repeatable processes for data cleaning, merging, and visualization.
Ensure data is delivered in a structured, accurate, and timely manner aligned with stakeholder requirements.
Train MEL and program teams on digital data collection tools and ensure smooth onboarding for new MEL and programs staff.
Maintain clear documentation for each form or workflow, including form logic, case flows, and update history.
Contribute to continuous improvement by flagging issues in form logic, data quality, or program data usage.
Support the development of real-time dashboards and data visualizations to improve access to data and insights.
Any other relevant duty and/or responsibility that may be assigned by the supervisor
Job Competencies (Knowledge, Experience and Attributes / Skills)
Academic Qualifications
Bachelor's degree in Statistics, Data Science, Computer Science, Information Technology or a related field
Other requirements (unique/job specific)
At least 3 years experience in data management, digital tools support, or MEL systems
Demonstrated experience with CommCare or similar digital data collection tools
Strong Excel skills required; knowledge of SQL or basic scripting is an added advantage
Experience with Data extraction, cleaning & validation (Excel, SQL, Power Query, or Python is a plus)
Experience working with community-based or NGO programs is desirable
Experience training users and documenting digital processes
