About The role
The Project Finance Officer is responsible for ensuring effective project financial management, compliance, and financial capacity building across CBM's partner portfolio. The role focuses on supporting project oversight, risk management, financial monitoring and reporting for partners, implementation of CBM policies throughout the project finance cycle, and strengthening partners' financial systems and practices in line with donor requirements and local regulations.
The position is a position with 37.5 h/week.
This position is only filled locally. With contractual conditions of the respective country. An expatriation is not intended.
These are your responsibilities
Project Development:
Develop and/ or review project budgets at the planning stage, focusing on overall compliance with donors and local regulations (taxes, social security etc.).ÃÂâÃÂÃÂÃÂï
Collaborate with and support the Partner Portfolio team in planning and conducting partner assessments and addressing identified gaps related to finances.ÃÂâÃÂÃÂÃÂï
Partner Capacity Building
Develop and implement capacity-building initiatives for partner project teams, focusing onÃÂâÃÂÃÂÃÂïfinancial managementÃÂâÃÂÃÂÃÂï(including financial reporting, budgeting, creating a framework for preparing financial statements etc.), procurement policies and procedures, forecasting, compliance, and internal controls that meet donor's and CBM guidelines.ÃÂâÃÂÃÂÃÂïÃÂâÃÂÃÂÃÂï
Conduct workshops, coaching sessions, and one-on-one training for partner finance staff on the topics mentioned above.ÃÂâÃÂÃÂÃÂï
Promote continuous improvement in financial processes to enhance efficiency and transparency.ÃÂâÃÂÃÂÃÂï
Project Coordination & Quality Assurance
Review project-related financial statements, including Income and Expenditure Statements (I&E), balance sheets, bankÃÂâÃÂÃÂÃÂïreconciliationÃÂâÃÂÃÂÃÂïand cash flow statements.ÃÂâÃÂÃÂÃÂï
AssistÃÂâÃÂÃÂÃÂïpartner in developing a procurement planÃÂâÃÂÃÂÃÂï
In case the CO is involved in project related procurement, support the PO in:ÃÂâÃÂÃÂÃÂïDevelopment of a procurement plan includingÃÂâÃÂÃÂÃÂïToRsÃÂâÃÂÃÂÃÂï and conducting the financial analysis of the bidsÃÂâÃÂÃÂÃÂï
EnsureÃÂâÃÂÃÂÃÂïtimelyÃÂâÃÂÃÂÃÂïpayment transfers for projects after completing all review checks.ÃÂâÃÂÃÂÃÂï
Support partners in responding to donor financial queries.ÃÂâÃÂÃÂÃÂï
Ensure effective coordination on financial matters between the Country Office, International Office, and Implementing partners.ÃÂâÃÂÃÂÃÂï
Provide a financial overview of programmes to the Country DirectorÃÂâÃÂÃÂÃÂï
MaintainÃÂâÃÂÃÂÃÂïup-to-date documentation related to project financesÃÂâÃÂÃÂÃÂï
Monitoring, Evaluation and Learning
Conduct financial monitoring visits (remote and in-person) of every project at least once a year to ensure compliance andÃÂâÃÂÃÂÃÂïprovideÃÂâÃÂÃÂÃÂïcorrective action guidance. During the visits conduct:ÃÂâÃÂÃÂÃÂï Sample voucher checks to verify data accuracy, compliance with policies (including procurement), and quality of documentation (invoices, quotations, taxes/VAT) and detailed eligibility checks and proper accounting of expenses.ÃÂâÃÂÃÂÃÂï
Reporting & Audit
Review project financial Reports (quarterly and annual) to:ÃÂâÃÂÃÂÃÂï Ensure reconciliation of financial reports with bank statements and project accounts, prepare for monitoring visits, support the PO inÃÂâÃÂÃÂÃÂïanalyzingÃÂâÃÂÃÂÃÂïbudgets against actual expenditure, review andÃÂâÃÂÃÂÃÂïanalyzeÃÂâÃÂÃÂÃÂïforecasts in collaboration with the PO.ÃÂâÃÂÃÂÃÂï
Coordinate internal and external audits for partner projects with the relevant PO and CDÃÂâÃÂÃÂÃÂï
Draft terms of reference for auditorÃÂâÃÂÃÂÃÂïselectionÃÂâÃÂÃÂÃÂïand support CD inÃÂâÃÂÃÂÃÂïtimelyÃÂâÃÂÃÂÃÂïhiring of auditorsÃÂâÃÂÃÂÃÂï
Follow up on the implementation of complex audit recommendations related to accounting, legal, and tax compliance.ÃÂâÃÂÃÂÃÂï
Close audit action points based on a review of the work done.ÃÂâÃÂÃÂÃÂï
Compliance & Risk Management
IdentifyÃÂâÃÂÃÂÃÂïand assess financial risks, providingÃÂâÃÂÃÂÃÂïtimelyÃÂâÃÂÃÂÃÂïrecommendations for mitigation toÃÂâÃÂÃÂÃÂïPOs.ÃÂâÃÂÃÂÃÂï
Ensure partner compliance with local regulations (tax laws,ÃÂâÃÂÃÂÃÂïlaborÃÂâÃÂÃÂÃÂïlaws, other regulations applicable to NGOs), and donor specific financial requirements.ÃÂâÃÂÃÂÃÂï
Monitor evolving tax regulations and support partners in meeting legal obligations.ÃÂâÃÂÃÂÃÂï

These are your qualifications
Education (bachelor's degree or master's degree) in Finance,ÃÂâÃÂÃÂÃÂïAccounting,ÃÂâÃÂÃÂÃÂïor equivalentÃÂâÃÂÃÂÃÂï
Experience:ÃÂâÃÂÃÂÃÂïat least 2 yearsÃÂâÃÂÃÂÃÂïof experienceÃÂâÃÂÃÂÃÂïwithin theÃÂâÃÂÃÂÃÂïI/NGO sector, or equivalentÃÂâÃÂÃÂÃÂï
Financial Management:ÃÂâÃÂÃÂÃÂïProficiencyÃÂâÃÂÃÂÃÂïin budgeting, financial reporting, and accounting principles.ÃÂâÃÂÃÂÃÂï
