Functions / Key Results Expected
Contribute to the promotion and improvement of PAR infrastructure actions:
Support the planning of the Design Thinking approach in diagnosing and identifying the training needs of the technical team.
Conduct qualitative and quantitative assessments of structural obstacles for diagnosis and new proposals.
Promote listening to employees at different hierarchical levels, facilitating team engagement and co-creation in workshops.
Map institutional flows and systemic barriers, considering existing policies and processes.
Propose solutions that improve the PAR experience for federated entities, aligned with the institutional objectives of FNDE.
Document findings, insights, and opportunities, and translate needs and priorities into institutional services for manual planning.
Develop blueprints and service architecture for the PAR.
Develop prototypes and support validation with end users.
Apply a Design Thinking approach to needs assessment in multidisciplinary and formative dynamics of the FNDE technical team.
Gather and analyze data and training needs with the FNDE technical team.
Structure training paths in e-learning or face-to-face format (self-instructional and/or mediated).
Develop pedagogical scripts, interface prototypes, and multimedia teaching materials;
Align the proposal with the methodological guidelines and other training policies of the Federal Public Administration;
Support the design of training and manualization of the new technical assistance model applied to processes and value chains related to PAR school infrastructure initiatives.
Propose graphic elements, infographics, layouts, interactive activities, and learning objects
In addition to the activities outlined in the results, the consultant will be responsible for the following duties:
Preparing progress reports, as well as any reports requested by the National Construction Management Specialist (Project Manager).
Preparing presentation materials.
Participating in meetings, technical visits, and activities supporting Results 1 or other priority results.
Preparing minutes and reports related to project meetings and missions.
Assisting in the preparation of work plans for all activities of Results 1, including work implemented through external service providers, and reporting directly to the National Construction Management Specialist (Project Manager).
Work collaboratively with other consultants, specialists, and the UNOPS operational team in developing the results of the Cooperation Agreement, as required.
Participate in contracting panels and UNOPS evaluation committees.
Prepare and/or review technical project documents.
Develop technical project presentations.
Visit existing sites and buildings, school units, and entities linked to the PAR (Program for the Acceleration of Growth).
Visit communities that have joined the cooperation agreement.
Maintain documented individual production for the development of requested products.

Competencies
Education Requirements
Required
Completed high school education is mandatory.
A university degree (equivalent to a Bachelor's degree) in Design, Education, Communication, Educational Technologies, or related fields is desirable and can replace years of experience.
Desirable
Master's or doctoral degree in Design Thinking, Education, Communication, Educational Technologies, or related fields. The degree and/or certificate can replace years of experience.
Design Thinking courses focused on education, management, and strategies, or related fields.
