Role Summary

Siren Associates is seeking a Project Manager to lead the delivery of a large-scale four-year initiative designed to transform Jordan’s approach to drug prevention and harm reduction. Based in Amman with frequent travel across Jordan and occasional travel to Beirut, the Project Manager will oversee all aspects of project implementation, ensuring timely, high-quality delivery in a complex, politically sensitive environment. This senior role requires direct engagement with government stakeholders as well as civil society organisations, and technical experts. The Project Manager will provide strategic leadership, manage a core team of 5+ staff, and ensure compliance with donor requirements while driving measurable impact in community safety, harm reduction, and police-community collaboration.

For the right profile, the role can grow into a more strategic position within Siren, working directly with Siren leadership to represent Siren Associates in Jordan, developing and driving our Jordan programming, identifying emerging opportunities and ultimately launch new projects aligned with our mission and global strategy.

This position is subject to funding availability. Recruitment, onboarding, and contract issuance will proceed once final donor approvals and funding confirmations are secured.

Key Responsibilities

Project & Team Leadership

  • Lead the full implementation of the programme, ensuring timely, high-quality, and ethical delivery.
  • Act as the primary liaison with the donor, providing regular progress, financial, and compliance updates.
  • Represent Siren with government entities, civil society, international partners, and stakeholders to build strong, trusted relationships.
  • Manage a multidisciplinary team of 5+ staff, fostering a healthy, open, and productive work environment.
  • Supervise and quality-assure the work of external consultants and technical specialists.
  • Proactively identify and address operational, staffing, financial, and security risks in coordination with HQ teams.

Technical Oversight

  • Oversee the development and delivery of core programme outputs, including guidelines, capacity-building materials, training curricula, research, and policy recommendations.
  • Lead the design and rollout of the project’s communications strategy, including multi-channel campaigns and coordination with institutional and local partners’s media units.
  • Support the development and deployment of an AI-powered chatbot by coordinating research, data collection, communications efforts, and civil society partnerships.
  • Ensure effective monitoring, evaluation, and learning across all project components, including large-scale perception surveys.

Financial, Administrative & Compliance Management

  • Manage the project budget, forecasting, expenditure tracking, and strict compliance with donor and organisational regulations.
  • Approve procurement and financial transactions in line with internal and donor policies.
  • Oversee sub-granting to local partners, ensuring transparent and compliant processes.

Stakeholder Engagement & Risk Management

  • Build and maintain strong relationships with institutional and local partners, ministries, civil society organisations, and community leaders.
  • Identify, communicate, and mitigate operational and reputational risks in line with Jordanian law and donor standards.

Additional Responsibilities (Role Growth Path)

  • Support the expansion of Siren’s team in Jordan, including recruitment and onboarding.
  • Ensure organisational compliance with Jordanian registration, labour laws, and regulatory requirements.
  • Oversee procurement, asset management, and administrative procedures.
  • Serve as the primary administrative and financial link with Siren HQ.
  • Contribute to the development of Siren’s programmatic strategy in Jordan and identify new partnerships and funding opportunities.
  • Support regional networking efforts in Jordan, Lebanon, and beyond to grow Siren’s portfolio.

Requirements

Essential Qualifications

  • Fluency in English (spoken and written).
  • 7+ years in senior project management leading large-scale, internationally funded programmes in fields such as strategic communications, public health, harm reduction, security sector reform, or community resilience.
  • Demonstrated experience managing multidisciplinary teams and complex budgets.
  • Strong stakeholder engagement skills, including work with government and civil society.
  • Ability to operate in politically sensitive environments with neutrality and professionalism.
  • Bachelor’s degree in a relevant field.
  • Willingness to be based in Amman with frequent in-country travel and occasional travel to Beirut.

Desirable Qualifications

  • Master’s degree in a relevant field.
  • Fluency in Arabic.
  • Experience with Dutch-funded programmes.
  • Familiarity with agile project management or technology-enabled interventions.
