Job Purpose

The role holder is responsible for implementing Quantity Survey functions works for Bank projects, facilities and properties.

Key Duties and Responsibilities

Strategic Responsibilities


Support Division budgets, payments and BQ preparations.
Support the preparation and updating of strategic documents.
Key person in Projects Cost Management.


Technical and Operational Responsibilities


Carry out budgetary estimates for capital project items including new buildings and renovations in Head Office, Branches and Centres.
Participate in budgeting for upkeep of properties.
Participate in the tendering process including tender opening processes for capital project items.
Participation in tender evaluation committees to provide technical support.
Drafting Terms of Reference (TOR's) for consultants to be appointed for various professional services.
Participate in valuation of work done and drafting Payment Certificates for work done as well as preparing the final accounts for projects for further management approval.
Assist the Branches and Centres by coordinating technical support with regard to specifications for major repairs as well as supervision of works and valuation of work done for payment purposes.
Prepare draft tender documentations (specification and Bills of Quantities) for minor alterations of buildings under capital projects to suit the intended needs of the Bank, such as Staff Clinic, Clearing House, Gym etc.
Prepare technical proposals and recommendations for all capital project items for approval of the Management including making the presentations on the same.
Prepare and evaluate technical specifications for tender capital projects items where projects are managed using in-house staff or through consultants.
co-ordinate the receiving of technical services to facilitate issuing of Works Completion Certificates for payment for services provided.
Participation in evaluation of Suppliers for prequalification.
Liaise with Legal Division on preparation of contracts for technical/ capital projects and annual service contracts.
Coordinate the handling of Gate Passes and clearance of outsiders working in the Bank for security reasons including coordinating weekend maintenance work.
Preparing documentations for quotations for minor repairs.
Preparing weekly and monthly progress reports on capital projects for presentation to the Management.
Participate in contract negotiations and disputes resolution activities and provide technical back-up in any Arbitration regarding disputes on capital projects.
Technical guidance on any other assignments, as necessary.
Any other duty allocated by Supervisor.


Qualifications


Bachelor's degree in building economics or quantity surveying from a Recognized University.
Master's degree in relevant area will be an advantage.
Registered by a recognized Professional Body in Kenya; (Board of Registration of Architects & Quantity Surveyors).
Certifications and training on Quantity surveying, Project Management or equivalent.


Work Experience


At least seven (7) years' post qualification experience undertaking Project Management.
