Duties and responsibilities at this level will entail: - Managing relationships with internal and external ICT stakeholders; Liaising with user departments and ensuring ICT service delivery Advising on the impact of emerging ICT standards, guidelines, policies, rules and regulations Supervising, delegating and allocating tasks and help desk tickets within a functional area. Offering mentorship and providing guidance for the ICT team
Planning, monitoring and evaluating ICT projects; Developing a succession plan for ICT positions Ensuring optimum utilization and leverage of available ICT resources across the College Ensuring adherence and compliance to ICT standards and other regulatory requirements Undertaking periodic review of ICT system projects and procedures; Reviewing and evaluating feasibility studies and detailed specifications Overseeing training and deployment of staff in the division. Developing ICT policies, standards, guidelines and strategies Maintaining and supporting ICT systems; Overseeing Configuration and Maintenance of Local Area Networks and Wide area networks Updating and maintaining ICT equipment inventory Preparing ICT technical specifications and user manuals and documentation Designing, scheduling and managing training for users; Facilitating Training for ICT staff to ensure proper skills acquisition and performance of duties; Facilitating training and deployment of staff in the Division; Appraising staff performance reports in the Division; Overseeing the development of local area networks (LAN) and wide area network (WAN) for the College; Overseeing the development, deployment and maintenance of critical business processes applications; Developing and monitoring annual ICT budget; and Coordinating the acquisition, development and maintenance of ICT infrastructure.

For appointment to this grade, an officer must have:


Cumulative service period of fifteen (15) years' relevant work experience, three (3) years of which should have been in the grade of Assistant Director ICT or in a comparable position;
Bachelor of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Informatics and Computer Science, Information Technology, Computer Security and Forensics, Business Information Technology, Electrical / Electronic Engineering, Telecommunications Engineering or its equivalent qualification from a recognised Institution;
Master's degree in Computer Science, Information Communication Technology or in any other ICT related discipline from a recognised institution;
ICT Certificates from a reputable institution in any of the following: - Database Management (Oracle, SQL, DB2 or its equivalent), Information Security (CISSP, Security+, CISA, CISM or its equivalent), Service Support Operations (ITIL, COBIT or its equivalent), Network Administration (CCNA, HCNA, N+, HP or its equivalent), System Administration (MCSE, Linux, Unix or its equivalent), or Software Development (Java, Visual Studio, Python, Oracle, or its equivalent);
Certificate in Leadership course lasting not less than four (4) weeks from a recognised institution;
Membership of a professional body where applicable;
A valid practicing licence where applicable;
Demonstrated managerial, administrative, and professional competence in work performance and results; and
Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to the College mandate.
