The objective of the assignment is to develop a comprehensive accountability framework that reflects Malagasy socio-cultural specificities and strengthens the relationship between citizens and decision-makers. The expert will be responsible for conducting socio-anthropological studies, surveys, and related research activities.

(1) Planning and Implementation of the Anthropological Research

The expert will lead the planning and implementation of the anthropological research. This includes defining research questions; designing a qualitative methodology (interviews, surveys, focus groups, case studies); conducting a literature review; and developing a stakeholder mapping by drawing on the knowledge of civil society organisations, political parties, social movements, activist groups, media actors, and donors, with particular attention to young people and young women.

The research will analyse what social accountability means for young people and the forms it takes; identify enabling and limiting factors for their participation, including discriminatory social norms; and document promising initiatives already present in the country. It will also explore the concrete needs expressed by practitioners, the obstacles encountered, and potential strategies to strengthen accountability.

Furthermore, the expert will assess how to better include civil society, grassroots organisations, human rights defenders, peacebuilders, the media, and political parties. This assessment will cover existing frameworks, practices, and policies, as well as evidence of their impact on local governance, transparency, trust, legitimacy and social cohesion.

Establishing one or more national working groups—comprised predominantly of young people and young women—will be encouraged to provide strategic guidance to the research process and act as a sounding board for themes and good practices.

An online survey may also be used to identify the main obstacles to achieving full, meaningful and inclusive political participation of young people and young women.

(2) Analysis of Data and Development of Recommendations

Analyse all data collected and produce conclusions and recommendations for an accountability framework adapted to young people, including those from informal settings.

(3) Dissemination and Knowledge Sharing

Ensure dissemination of findings and knowledge sharing, including with international organisations.

(4) Development of a Capacity-Building Plan

Develop a capacity-building plan for young people and young women, as well as for duty-bearers. This may include some joint activities and target organisations operating as associations/NGOs, including those using activism and/or civil resistance approaches.

(5) Pilot Testing and Final Validation

  • Conduct pilot tests of the framework with one or several small groups (local and/or regional) to assess feasibility, relevance and effectiveness.
  • Collect feedback and revise the framework based on pilot results.
  • Organise workshops to present pilot findings and seek validation from stakeholders.
  • Produce reports and disseminate lessons learned, highlighting achievements, challenges and recommendations.

(6) Development and Adaptation of a Toolkit

Develop a practical, comprehensive and adaptable toolkit; then refine and contextualise it according to stakeholder needs and realities on the ground.

Qualifications:

  • A minimum of a Master’s degree (BAC+5) in social sciences, sociology, anthropology, development economics, or any other relevant field;
  • Strong command of qualitative and quantitative research methodologies adapted to social and cultural contexts;
  • A track record of publications or research related to civil society, particularly on social movements, civic or feminist engagement, public participation, social norms, accountability, activism, or relations between civil society and citizens;
  • Proven ability to design, conduct and supervise participatory field studies and surveys;
  • Strong analytical, synthesis and communication skills, with the ability to present research findings to diverse audiences (CSOs, technical and financial partners, public institutions);
  • Ability to translate research findings into decision-making tools, programmatic strategies and community-based actions;
  • Good understanding of a human rights–based approach and gender mainstreaming in research and programming;
  • Professional experience: At least 8 years of experience in international cooperation or development projects related to citizen participation, governance, human rights, gender and accountability;
  • Significant experience in action research within CSOs and social movements, combining knowledge production with advocacy initiatives. The position requires a researcher with a strong background in applied research and demonstrated experience analysing socio-political and institutional dynamics;
  • Experience in local capacity strengthening and supporting civil society actors;
  • Strong knowledge of the socio-political context in Madagascar and of citizen engagement mechanisms at both local and national levels;
  • Commitment to promoting public accountability, citizen participation and inclusive dialogue;
  • Ability to translate research results into practical tools, strategies or learning materials that enhance transparency and inclusion;
  • Malagasy national, with excellent command of French and Malagasy (spoken and written). Proficiency in English is a strong asset.
