Role Summary

Siren Associates is seeking a Senior MEL (Monitoring, Evaluation & Learning) Officer to lead the design and implementation of the MEL system for a four-year initiative aimed at strengthening drug prevention and harm reduction efforts in Jordan. The Senior MEL Officer will ensure rigorous data collection, analysis, and reporting across all programme components.

Based in Amman and reporting to the Project Manager—while working closely with Siren’s HQ MEL Lead, the officer will oversee perception surveys, support the external final evaluation, and drive learning processes that inform adaptive management and donor reporting. This role requires strong technical expertise in both quantitative and qualitative methods, combined with excellent field coordination and stakeholder engagement skills.

This position is subject to funding availability. Recruitment, onboarding, and contract issuance will proceed once final donor approvals and funding confirmations are secured.

Key Responsibilities

MEL System Design & Implementation

  • Develop a comprehensive MEL plan that translates the project’s logical framework into clear tools, processes, and timelines.
  • Define data collection methodologies and monitoring schedules that meet donor requirements.
  • Set up and manage digital data collection systems (e.g., Kobo or similar platforms) to ensure accurate and efficient data capture.
  • Establish protocols for data quality assurance, verification, and secure data storage.
  • Collaborate with project staff to integrate MEL requirements into activity planning and implementation.

Monitoring and Data Collection

  • Oversee routine monitoring of all project components, ensuring timely and reliable quantitative and qualitative data collection.
  • Design and lead perception surveys (baseline, midline, endline), including sampling methodology, tool development, and data analysis.
  • Recruit, train, and supervise external enumerators, ensuring adherence to ethical and methodological standards.
  • Provide ongoing technical support to project officers engaged in continuous monitoring activities.

Evaluation and Learning

  • Support the commissioning and delivery of the external final evaluation, ensuring evaluators have access to required data and documentation.
  • Analyze survey and monitoring data to produce high-quality MEL outputs, including perception survey reports, quarterly updates, and donor submissions.
  • Lead internal learning reviews to assess progress, identify trends, and formulate lessons learned for adaptive management.
  • Provide evidence-based recommendations to the Project Manager and HQ MEL Lead to inform strategic decisions.
  • Prepare clear, data-driven presentations, briefs, and reports for internal and external stakeholders.

Requirements

Essential Qualifications

  • 5+ years of experience in MEL, including monitoring framework design and field data collection.
  • Bachelor’s degree in a relevant field (Statistics, Social Sciences, Economics, Development Studies, etc.).
  • Strong experience with quantitative and qualitative research methods, survey design, and data analysis.
  • Proficiency with MEL platforms and tools (e.g., KoboToolbox).
  • Excellent analytical, writing, and presentation skills.
  • Fluency in English (spoken and written).
  • Strong coordination and organisational abilities, including supervision of enumerators.
  • Based in Amman with regular travel to project sites across Jordan.

Desirable Qualifications

  • Master’s degree in a relevant field.
  • Fluency in Arabic.
  • Experience in security sector reform, health interventions, or development partnerships with police/government entities.
  • Familiarity with civil society grant mechanisms.
  • Knowledge of agile project management or technology-enabled interventions.
