Job Purpose


The Senior Officer GBV Programme will provide technical leadership in designing and implementing inclusive GBV interventions, with a strong focus on advocacy, partnerships, capacity strengthening, and community engagement.
The role will ensure that GBV programming is accessible, survivor-centred, and responsive to the needs of women and girls with disabilities.
The Senior Officer will be the project lead for CID's GBV project and will manage project implementation along the project life cycle, manage donor and partner engagement.


Key Responsibilities

Programme Design and Implementation


Lead the design and implementation of inclusive GBV prevention and response programmes.
Mainstream disability inclusion, gender equality, and safeguarding across all interventions.
Integrate GBV components into CID's broader programmes (health, social inclusion, etc.).
Ensure project implementation is in line with donor requirement
Lead project team and provide support as required.


Advocacy and Systems Strengthening


Develop and implement GBV advocacy strategies that promote the rights of women and girls with disabilities in line with project goals and objectives.
Engage policymakers, government institutions, and stakeholders to influence inclusive GBV policies and frameworks.
Support evidence-based advocacy using programme data, research, and lived experiences of PWDs.


Partnerships and Stakeholder Engagement


Build and maintain strategic partnerships with government agencies, NGOs, and
Organizations of Persons with Disabilities (OPDs).
Strengthen referral pathways to ensure accessibility and inclusiveness for GBV survivors with disabilities.
Represent CID in GBV, protection, and inclusion coordination platforms at national and sub-national levels.


Capacity Building and Technical Support


Lead in the design and deliver training for staff, partners, and community actors on inclusive GBV programming and disability-sensitive approaches, in line with project training plan.
Lead the development tools, guidelines, and learning materials to support inclusive GBV service delivery.
Mentor partners and service providers to improve quality and accessibility of GBV services.


Community Engagement and Social Norms Change


Lead community-based interventions to prevent GBV and challenge harmful norms, with a focus on inclusion.
Engage community leaders, women's groups, youth, and OPDs to promote awareness and access to GBV services.
Ensure meaningful participation of PWDs in programme design and implementation.


Monitoring, Evaluation, and Learning (MEL)


Collaborate with the M&E specialist to develop and track inclusive GBV indicators (including disability-disaggregated data).
Document lessons learned, case studies, and best practices.
Contribute to donor reporting, assessments, and knowledge products.
Ensure timely reporting of project reports and key deliverables.


Proposal Writing / Resource Mobilization Tasks


Participate in the development of high-quality concept notes, grant proposals, and full project documents aligned with CID's disability inclusion mandate.
Coordinate proposal development processes, including technical input gathering from programme, MEAL, finance, and operations teams.
Draft and review key proposal components such as problem statements, logical frameworks, budgets, sustainability plans, and risk mitigation strategies.
Support the design of innovative disability inclusion programmes across health, GBV, education, livelihoods, and social protection.
Work with team to ensure that proposals are compliant with donor requirements and reflect gender equality, safeguarding, and inclusion standards.
Conduct desk research and situational analysis to strengthen evidence-based proposals, including the use of relevant statistics and policy references.
Maintain and update CID's proposal library, including templates, donor formats, past submissions, and successful proposals.
Develop compelling case studies, success stories, and project summaries for donor
pitching and proposal annexes.


Donor Engagement / Partnership Development Tasks


Identify and track funding opportunities from institutional donors, foundations, and corporate partners.
Support relationship management with key donors through routine engagement, meetings, and follow-up communications.
Prepare donor engagement materials including pitch decks, donor briefs, programme snapshots, and investment cases.
Coordinate donor visits, programme showcases, and stakeholder engagement sessions.
Represent CID in donor forums, strategic meetings, and partnership events to strengthen visibility and credibility.
Support the negotiation of partnerships and donor agreements, ensuring alignment with CID's mission and capacity.
Maintain an up-to-date donor mapping database and partnership tracker.
Provide support in responding to donor inquiries, calls for proposals, and expressions of interest (EOIs).


Safeguarding and Ethical Standards


Ensure strict adherence to CID safeguarding policies and GBV ethical guidelines.
Promote confidentiality, informed consent, and survivor dignity in all interventions.


Qualifications and Experience


Bachelor's degree in social sciences, Gender Studies, Public Health, Development Studies, or related field (master's preferred).
Minimum of 5 - 7 years' experience in GBV, protection, or gender programming.
Proven experience in advocacy, partnership development, and community engagement.
Demonstrated experience working on disability inclusion and with Persons with


Disabilities.


Strong knowledge of GBV guiding principles, referral systems, and the Nigerian context.
