An appropriate three-year career-related tertiary qualification (national diploma or degree) in Finance, Management Accounting or Statistics or any other financial study field related to the position
At least eight years' relevant working experience in a financial management and accounting environment in local government
Managerial experience will be an added advantage
Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage
A valid Code B driving licence
Computer literacy (advanced Excel) with SAP proficiency
Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost


Primary functions


Coordinate the compilation of the City's multi-year operating revenue in terms of legislative requirements
Oversee the process for the review and compilation of the City's tariffs, fees and charges to inform the City's revenue budget
Review the City of Tshwane Tariff Policy
Provide financial information and assist the Energy and Electricity Business Unit with tariff applications to the National Energy Regulator of South Africa
Coordinate monthly, quarterly and ad hoc internal and external reporting requirements, including operating revenue financial indicators related to the Service Delivery and Budget Implementation Plan, corporate scorecard and National Treasury Circular 88
Conduct tariff calculations and structuring (in collaboration with departments). taking tariff policies, by-laws and strategies into consideration
Be responsible for all published budget documentation in relation to revenue and tariffs
Compile the consolidated report on all City tariffs
Be responsible for the promulgation of tariffs
Conduct monthly tariff and statistical analysis
Publish the annual financial handbook on tariffs and statistics
Conduct monthly compilation of main services statistics to determine consumption patterns and distribution losses for budgeting and performance reporting purposes
Conduct monthly monitoring of revenue performance
Serve in revenue workstreams and technical task teams
Conduct any duty or task referred from management
