Overview of position:
Since the outbreak of conflict on April 15, 2023, over 11 million people have been displaced, including 9 million IDPs & over 2 million refugees who have sought refuge in neighboring countries, placing immense pressure on host communities. The conflict has pushed Sudan towards the brink of famine, broken down essential services & caused soaring food insecurity & economic collapse.
Despite these challenges, our client continues to operate in 10 locations with over 130 staff, addressing immediate needs while building long term resilience & sustainable development. Their main objective in Sudan is to promote community resilience, reduce aid dependency & build a foundation for inclusive recovery. Having been in the country since 1965, our client has remained steadfast in its commitment to the people of Sudan, even as the nation confronts one of the world's most dire humanitarian crises.

Objective of the assignment:
The Solar Engineer will be required to provide technical support to the state offices in Kassala, Gadaref, River Nile & Red Sea in the production of BOQs, drawings, design & detailed specifications of solar systems as & when required by the project as well as supervision & quality control & compliance of solar systems.
Produce the technical design / BOQs of solar systems. During the production of the technical design the main goal will be to ensure structural integrity, functionality & compliance with regulatory engineering approved standards while incorporating innovative & sustainable design solutions. This comprehensive approach to quality management will be crucial during the designing, implementation, monitoring & evaluation in achieving successful outcomes & establishing a reputation for excellence in the construction industry.
Participate in the supervision process & conduct detailed technical evaluation of solar systems ensuring quality control as per the required standards.
Ensure that, the technical design & implementation must incorporate an Occupational Health & Safety plan (OSH), a Social Environmental Screening Procedure (SESP) & ensure that all Bill of Quantities (BOQ) requirements, including Personal Protective Equipment (PPE) & safety standards, are included. Additionally, supervision of the adherence to the supplier's code of conduct, which integrates Social & Environmental Standards (SES) requirements, is essential. The Solar Engineer should assure that they prepare & review all documents & orient contract service providers (potential & awardee) on Scope of Work (SOW), SES & construction design standards.

The Solar Engineer will be responsible for quality control & independent verification of solar engineering works documents including specifications / SOW, drawings, design & BOQ. The Solar Engineer will provide in the following services:

SOW / specifications:
Provide technical & procurement assistance for solar systems, including solar pumps, solar stove, solar kits, lanterns, torches & streetlights.
Inspect the procured solar items to ensure quality & compliance with international & national standards.
Supervise the installation & commissioning of solar systems.
Ensure that contractors have supplied the quantity & quality of solar items & materials as detailed in the BOQs & specifications.
Ensure contractors have correctly installed the solar systems / solar pumps to the required engineering standards applicable to solar PV systems.
Ensure that contractors have provided the equipment manuals guidelines, installed the necessary labels & training of the end users.
Conduct a comprehensive training program for the targeted women on solar equipment installation & maintenance.
Prepare & report on the handover of installed solar PV systems from the contractors to our client.
Coordinate with local authorities, communities, manage & negotiate equipment handover.
Prepare a final report on the commissioning & handover of installed solar PV systems & appropriate capacity building activities.

BOQ:
Produce BOQs items & ensure that the specifications are clear in all respect & have proper specifications of material & labour with international solar systems standards.
Provide input on the allocated resources & provide further input, if required.
Ensure that it correspond with the given specifications in the BOQ, quality control & verify if it includes all the requirements for implementation of the project & provide improvement, as applicable.
Prepare / develop technical specifications of the utilized construction & non constriction material of the project & make corrective measures.
Provide guidance to the project team on necessary adjustments or modifications if needed under evaluation / review process with the evolving regulations.
Conduct unit rate analysis comparing the internal estimate & rates offered by the recommended bidder focusing & ensuring value for money.
Provide detailed analysis of the received bids / quotations & provide recommendation(s).
Engage Community Mobilizers, Community Leaders & key stakeholders in joint monitoring of civil & non civil work.
Engage community in ensuring the feedback & compliant mechanism for all civil & non civil work through Community Mobilizers.

Quality standards:
Specifications & standards that need to be adhered to throughout the project to ensure the quality & integrity of the work.
S / He will coordinate with the requesting pillar focal points / engineers in case further clarifications are required on the required documentation package & must ensure that adequate support & quality control of the documents is processed in timely manner without any delays.

Following are the main deliverables:
Month 1 - Comprehensive assessment report: Conduct & deliver a complete load assessment report for the targeted facilities.
Month 2 - Detailed BOQ & engineering designs for solar systems: Submit detailed BOQ, clearly specifying materials, labor & technical details conforming to international standards, accompanied by finalized & approved technical drawings & designs for implementation.
Month 3 - Unit rate comparative analysis report: Provide a detailed comparative analysis report reviewing internal estimates against bids received, emphasizing cost efficiency, value for money & including specific recommendations for procurement actions.
Month 4 - Technical specifications & corrective measures documentation: Prepare & submit a comprehensive technical specifications document for all utilized construction & non construction materials, including clearly identified corrective measures & guidance for future implementation.
Month 5 - Community engagement & monitoring report: Deliver a joint community monitoring report, summarizing community participation, feedback received, complaints addressed, actions taken & recommended improvements to enhance community accountability & project transparency.
Month 6 - Final quality assurance & compliance report: Produce a detailed final report on quality assurance & compliance, assessing adherence to initial designs, standards & specifications, with recommendations for long term maintenance & sustainability of completed infrastructure.

Cross cutting monthly deliverable:
Additional task implementation summary: Monthly summary outlining specific tasks completed as designated by the Project Engineer based in Sudan, detailing task descriptions, actions taken, outcomes achieved & recommendations or follow up actions required.

Project reporting:
As & when required, upon request from the our clients projects / units / state office, the Solar Engineer will submit the detailed specifications / SOW / BOQs / engineering estimates (complete package) for a review process & submit the revised verified documents for each project (complete package).
The review process will be done by the Project Solar Engineer based in Atbara.
The procurement unit will provide the estimated number of days required to complete the entire work.
Further, as & when required the Solar Engineer will be required to complete the production of technical design & feasibility study within the given time frame.
The Solar Engineer will directly report to State Office in Port Sudan with matrix management Project Engineer based in Atbara.

Key competencies:
Bachelor degree or master’s degree in engineering or related field of expertise, including renewable energy, solar energy, electrical / mechanical engineering & / or related fields.
Minimum of 5 years of similar experience in preparing / reviewing / certifying BOQs / specifications / design of solar systems.
Minimum of 3 years experience in conducting detailed evaluation of the quotations / bids related to solar projects.
Experience in preparing detailed evaluation report & conducting unit rate analysis.
Experience in preparing engineering estimate for various projects as & when required.
Experience in supervising the installation of solar systems.
Experience in monitoring, testing & commissioning of solar systems.
Knowledge of international solar engineering standards.
Must be fluent in both English & Arabic.

This role has no team management responsibility.

Our clients Sudan procurement unit will rank the candidates based on the qualification / experience / cost quoted by the consultant.
Our clients Sudan procurement unit; based on actual requirement will identify several Solar Engineers through this process & award contract as & when required based on load analysis.
The Solar Engineer shall be separately paid the living allowance / DSA as per applicable UN rate for stay in Port Sudan & travel to other locations as per actual number of nights spent in Port Sudan or other locations in case the assignment requirement is duty station. Deductions from DSA shall be made as per applicable UN policy when accommodation & other facilities are provided by our client. An estimated provision in this regard shall be included in the contract. The consultant need not quote for DSA in Financial Proposal, if applicable.
The consultants are not allowed to stay in a place of their choice other than the UNDSS approved places in Port Sudan, Sudan. Our client will provide accommodation to the consultant for the duration of the stay in Sudan in UNDSS approved places. Deductions in this regard shall be made from DSA payment as per applicable UN policy.
The payment will be based on successful completion of each assignment linked with deliverables.
Our client reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work / outputs is incomplete, not delivered or for failure to meet deadlines.
