Person Specifications (Education, Experience & Competencies)
Bachelor's degree in any of the following disciplines: Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management Option), or equivalent qualification from a recognized institution;
Proficiency in computer applications.
Key Responsibilities:
Collecting, collating and compiling data to inform supply chain management policies, strategies, frameworks, work plans, legislation, guidelines, procedures, regulations, norms, standards and programmes;
Receiving and processing suppliers' invoices for payment;
Controlling stock and inventory;
Updating stock control cards;
Monitoring re-order levels of stock items;
Preparing procurement specifications;
Inspecting condition of goods received;
Preparing local purchase orders and local service orders;
Checking and verifying issue notes and invoices;
Receiving and opening tenders and quotation documents;
Providing support in the preparation of annual procurement and disposal plans;
Implementing the Public Procurement and Asset Disposal Act and other government regulations relating to supply chain management;
Preparing documents for supply chain management committees;
Safeguarding procurement and disposal documents and records in accordance with the Public Procurement and Asset Disposal Act, 2015;
Procuring goods, services and works;
Updating an inventory of procured equipment, services, vehicles and any other related machinery, goods and works;
Undertaking market surveys to ascertain value for money for all procurement of goods, services and works;
Identifying areas of risk in the department;
Implementing the department's charter;
Promoting Business Process Re-engineering (BPR);
Implementing the business continuity plan for the department;
Fostering a corporate culture that promotes ethical practices and good corporate citizenship; and
Ensuring issues are made on a first-in-first-out basis.
