Background

TIKO UG is a global non-profit organization that is headquartered in South Africa. Our main aim is to motivate young people to make positive choices using innovative technology, real-time data, and behavioral insights. Through our digital platform, Tiko, and our local ecosystem of partners, we connect Tiko members to existing local service providers to meet their health and wellness needs. As part of this ecosystem, TIKO provides access to high quality-assured sexual and reproductive health (SRH) services through a network of private, public health facilities and pharmacies. TIKO ensures quality in the relevant services accessed by adolescents and youth through the Tiko platform.

TIKO UG is looking at working with an Independent Quality Assurance (QA1) Consultant to support in conducting Clinical Quality Baseline Audits and develop Quality Improvement Plans including Service Provider Training needs assessment for 50 Private non - Franchised facilities in Kampala and Wakiso District.

The contracted independent QAs Consultant will be expected to provide Quality Assured Clinical Baseline Audits in private non-franchised facilities. The Scope of work will include the following activities:

  • Clinical Quality and competency assessment audits, baseline needs assessments and development of quality improvement plans (QIP)
  • Identify the Training and competency assessments needs
  • Assess compliance with clinical regulations and licensing requirements.

Scope of Work

Below is a detail on the QA expectations of each independent QA provider that will participate in the Tiko QA Marketplace.

  • Baseline assessment per facility to inform a detailed Quality Improvement Plan(QIP)
  • Conduct competency assessments to identify gaps and training needs for each Tiko active service provider.
  • Conduct competency upskilling and reskilling to improve skills, knowledge and attitude of TIKO service providers based on the competency assessment findings and identified gaps
  • Ensure that staff operating in each facility are qualified and certified by the respective bodies to provide services and that noted cases of non-compliance are addressed in a timely manner to ensure the facilities remain active on the TIKO platform.
  • Submit timely QA reports, which will include QIPs and evidence of support supervision visit activities, as well as compliance to TIKO relevant policies as highlighted in the contract.
  • Report and escalate all safeguarding incidences to TIKO in line with the Safeguarding Escalation TIKO processes.
  • Report all adverse events to TIKO QA Specialist within 24 hours for assistance/Support.

Deliverables for Independent QA Provider 1

Main Role: QA Auditor

Main Deliverable: Independent QA Audit Report

  • Clinical audits: Conduct clinical facility audits for each facility on the TIKO platform to identify QA gaps.
  • Training needs and competency assessment: competency and training needs gaps identified on the different health offers for each facility with an active Tiko Service provider.
  • QIPs: Develop Quality Improvement Plans (QIP) using gaps identified from SARA, and the clinical audit (including identifying infrastructural, process, and documentation gaps), and training needs assessments.
  • Preceding QIP appraisals: achievements and rectification of gaps from the previous QIPs confirmed and noted
  • Report: final summary report (Independent QA1 audit report) from the assessments produced, shared and handed over to the TIKO QA Specialist.
  • Report on learnings and Recommendations: learnings documented, presented and discussed with TIKO QA Specialist.

Examples of Roles and Responsibilities for Independent QA Provider 1:

Quality Assurance Auditor

Quality Audits: Quality assessment to identify the service delivery gaps per facility in the specific areas of service provision.

QIP Development: Development of a QIP with SMART action points for each of the facilities assessed. This includes infrastructure,documentation,capacity building and competency gaps.

Report preparation: Prepare both a narrative and quantitative reports for each facility assessed for presentation to the TIKO Quality Assurance team.

How to apply

Firms and individuals are invited to submit proposals for this engagement. Proposals should include the contents below and not exceed a maximum length of 15 pages, excluding annexures (budget and summary profiles of proposed personnel).

  • Cover page: Summary with basic information such as names, address, contact information, proposed budget, etc.
  • Capacity statement: A brief capacity statement as to why your firm and the team you are proposing is well positioned to undertake the engagement
  • Qualification to the scope of work: Any qualifications that you may have regarding the scope of work
  • Proposed approach: Your proposed approach to delivering on the scope of work requirements
  • Proposed personnel: The qualifications of the proposed qualifications and their experience.
  • Work plan: proposed work plan with tasks, responsible person/s and timeline
  • Budget: Total budget envelope required to deliver the work (in Uganda Shillings), and line-item breakdown of direct costs and overheads. (Preference to costing per facility or any other unit that allows for variations in the period of performance).
  • References of similar engagements undertaken by the firm in the last 5 years
