Requirements :
A Grade 12 (Matric) certificate and a National Diploma (NQF Level 6) or bachelor's degree (NQF Level 7) in Information Technology (Software Development), ICT Support, Computer Science, Informatics or Business Information Technology.
ITIL, COBIT or Public Management certifications will serve as an added advantage. A minimum of five (5) years' relevant supervisory experience. Experience within a public sector or hospital ICT environment, with proven experience in managing ICT operations and telecommunications systems(switchboard) services.
Extensive experience in supporting and administering Government Transversal Systems and healthcare information systems, including BAS, PERSAL, SAP, SRM, ESS, HIS, RDM, LOGIS and related departmental applications.
Sound knowledge and practical experience in Microsoft technologies, Active Directory, networking, LAN, WAN, VPN, MPLS, firewall administration, directory authentication services and ICT infrastructure support. Understanding of Cyber Security. Knowledge of the Public Finance Management Act (PFMA), Government ICT policies, standards, governance frameworks, ICT service management principles, information security, risk management, business continuity, ICT asset management, audit compliance, Government ICT procurement processes and Public Service Regulations.
Knowledge of DPDRT policies and procedures will be an added advantage. A sound understanding of network architecture, the OSI model, server environments, hardware and software installation, configuration, maintenance and troubleshooting.
Experience with Ericsson MD110 PABX systems will be an added advantage. Good verbal and written communication, report writing, analytical, planning, organizational, technical, problem-solving and interpersonal skills. Ability to work under pressure, manage multiple priorities, travel when required and work after hours when necessary. A valid driver's license is essential.
Duties :
Manage and oversee the Hospital's ICT and Telecommunications (Switchboard) services to ensure the availability, reliability, integrity and security of ICT infrastructure, systems and communication services.
Coordinate the management, maintenance and support of ICT infrastructure, including servers, desktops, printers, Microsoft technologies, Active Directory, LAN, WAN, VPN, MPLS networks, telecommunications systems and related hardware and software to ensure optimal system performance and service availability. Administer and support Government Transversal Systems and healthcare information systems, including BAS, PERSAL, SAP, SRM, ESS, HIS, RDM, LOGIS and other departmental applications to ensure business continuity and uninterrupted service delivery.
Monitor ICT service delivery by managing service requests, incidents and Service Level Agreements (SLAs), coordinating service providers, monitoring contractual performance and ensuring the timely resolution of ICT-related faults. Manage the implementation and monitoring of ICT policies, standards, procedures, governance controls, disaster recovery and business continuity plans in accordance with departmental policies, ICT governance frameworks and audit requirements.
Ensure compliance with ICT governance, information security, risk management, audit recommendations, network capacity planning, server environment controls and physical security requirements. Manage ICT financial and physical resources through budget planning, demand and procurement planning, expenditure control, ICT asset lifecycle management, inventory verification, maintenance, auditing, replacement and disposal in compliance with the PFMA and Supply Chain Management prescripts. Provide strategic advice and technical guidance to executive management on ICT planning, digital transformation initiatives, infrastructure improvements, emerging technologies and innovation to enhance service delivery.
Lead and manage human resources within the ICT and Switchboard units by supervising staff, managing performance agreements and PMDS assessments, facilitating staff development, mentoring interns, addressing labour relations matters and promoting sound people management practices.
Compile, analyse and submit accurate operational, statistical and management reports for executive management, Head Office, ICT governance structures, audit committees and other relevant stakeholders. Establish and maintain effective relationships with internal and external stakeholders, including users, service providers and departmental structures, to promote customer satisfaction, effective ICT support and continuous service improvement.
