Requirements :
Grade 12 or equivalent. Must have a National Diploma (NQF level 6) or Degree (NQF level 7) or an appropriate SAQA recognised tertiary qualification in Human Resource Management/Public Administration/Industrial Psychology or relevant qualification with proven extensive experience in Human Resource Administration.
Minimum three to five (3-5) years supervisory experience in HR. Experience in a Health environment will be an added advantage. Knowledge of Persal system. Persal training certificate. Knowledge of PILIR, PMDS and Leave policy. Proven experience in managing projects. Knowledge and understanding of Public Service Legislative prescripts that govern Human Resource; PSA, PFMA etc, good understanding of PSCBC resolutions and other prescripts that govern HRM in the Public Service.
Computer literacy (MS Word, MS Excel and PowerPoint). Knowledge and understanding of HRIM. Good writing and communication skills (verbal and written). Must have the following skills: leadership, Planning, organizing, problem, Financial Management, proven project management and presentation skills. Must have the ability to interact with diverse stakeholders. Must have good interpersonal relation. Ability to work under pressure. Adhere to timelines on project.
Knowledge of Auditor General processes. Ability to interact at strategic level and implement turn-around strategies. Applicant should be prepared to undergo medical surveillance.
Duties :
Supervise and manage a team of HR staff, providing guidance and support to ensure efficient service delivery. Oversee and coordinate departmental activities by ensuring alignment with organizational goals and Departmental Operation plan. Ensure accuracy on PERSAL and compliance with legislative frameworks.
Manage recruitment and selection processes, ensuring compliance with HR policies and procedures. Manage salary administration, ensuring accurate and timely payment of employees. Payroll accuracy, manage conditions of service, including appointments, promotions, overtime, commuted overtime, grade progressions transfers, and termination, PILIR and ensure compliance with HR policies. Ensure accurate and secure maintenance of employee records and personal information. Audit compliance, manage key governance processes (e.g ORW, Financial Disclosures).
Provide guidance on records management and ensure compliance with relevant legislation.
Develop and implement training programs for HR staff, ensuring they have the necessary skills and knowledge. Motivate and support staff to achieve their performance goals. Implement and manage performance management system, ensuring alignment with organizational goals. Administer discipline and manage grievance procedures, ensuring compliance with HR policies and procedures.
Prepare and submit weekly, monthly, and quarterly reports, providing insights and recommendations to management. Audit compliance, Risks and develop Quality Improvement Plan, compliance reports.
Participate in management committees and meetings, providing HR expertise and insights. Contribute to departmental planning, budgeting, and procurement processes.
