Job Requirement


Bachelor's Degree in any of the following: - Purchasing and Supply Management, Business Administration, Commerce, Logistics and Supply Chain Management or any other relevant qualification from a recognized institution
Experience of at least 7 years in procurement services, 2 of which should be at middle management level
Meets the provisions and requirements as stipulated in the SPM Act 2007.
Leadership course lasting not less than four (4) weeks from a recognized institution
Certificate in computer proficiency
Meets the provision of chapter six of the constitution
Full membership to a professional body either KISM/CIPS or both.


Job Description


initiate policy review on procedures, rules and regulations
oversee procurement activities within and submit internal reports to the Deputy Director Procurement and Contract Administration Services
Participate in development and preparation of specific County/Departmental procurement manuals
Provide guidelines on safety and security in ensuring timely disclosure of information on procurement opportunities and awarded contracts
Ensure cordial supplier relationships
Prepare budgets and work plans
Review of tender documents
Dissemination of market and financial information
Design of training programs for supply chain management personnel
Ensuring preparation of procurement plans in the County
Developing and reviewing performance targets and agreements
Participating in negotiations with suppliers of goods, works and services
Perform any related duties that may be assigned by the Supervisor.
