Role Overview

The University Bursar serves as the Chief Financial Officer of the institution, responsible for the strategic management of the university's financial resources. This role ensures financial sustainability through effective planning, transparent stewardship, and strict compliance with regulatory standards.

Key Responsibilities

Financial Strategy & Leadership


Develop and execute the university's financial strategy in alignment with institutional goals.


Budgeting & Financial Planning


Prepare, implement, and monitor annual budgets and long-term financial forecasts.


Financial Operations & Control


Oversee accounting operations, including general ledger, payables, receivables, and payroll.


Student Financial Services


Supervise tuition billing, fee collection, and student account management.
Oversee administration of financial aid, scholarships, grants, and loan programs.
Ensure seamless, transparent financial interactions with students and parents.


Financial Reporting & Compliance


Prepare accurate and timely financial statements and management reports.
Ensure compliance with statutory regulations, accounting standards, and audit requirements.
Develop and enforce financial policies and procedures.


Investment & Fund Management


Manage university funds, reserves, and endowments.
Provide expert advice on investments and funding opportunities.
Optimize returns while maintaining prudent risk levels.


Asset & Risk Management


Oversee the recording, maintenance, and safeguarding of university assets.
Identify financial risks and implement mitigation strategies.


Stakeholder & Team Management


Lead and supervise bursary staff and other assigned non-teaching personnel.
Collaborate with departments such as Admissions, Registry, and Administration.
Deliver high-quality financial services and support to students, staff, and external stakeholders.


Qualifications & Experience


Bachelor's degree in Accounting, Finance, or a related discipline.
Minimum of 10 - 15 years' experience in finance, with at least 5 years in a senior leadership role.
Professional certification (ICAN, ACCA, CPA) is highly desirable.
Prior experience in the education sector or public sector finance is an advantage.
