Key Responsibility Areas:


Identifies, defines, monitors and reviews the immediate, short-and long- term objectives/ plans associated with the delivery of an efficient and professional infrastructure & Capital Project Planning Service in the eThekwini Municipality.
Plans, directs, monitors and reviews key performance indicators and outcomes of Divisions, Sections and personnel within the Directorate in accordance with institutional arrangements, skills, core business, productivity and performance of personnel within the Directorate.
Manages the Directorate's financial performance against the Budget and evaluates the financial impact of aligning and/or introducing new approaches and methodologies to achieve service delivery requirements.
Directs the implementation and review of policy directives and procedural guidelines to support the application and execution of functional responsibilities and maintain compliance.

Identify potential risks across infrastructure and capital projects, implement effective mitigation strategies, and ensure full compliance with environmental Human Settlement Roads and Transport Planning; Energy Water and Waste Management Planning.
Drives the development of an integrated Human Settlements housing plan in conjunction with the Provisional Department of Human Settlements
Directs the integration of respective municipal services for Road infrastructure and transport
services, all Energy, Water Waste management services to ensure optimal asset infrastructure spend and sequencing.
Directs and controls project implementation processes identified within key programme areas.
Liese with stakeholders and officials concerned with climate change matters including international bodies, National and Provincial Governments, Metropolitan and Local Authorities, consultants, non-governmental organizations, community- based organizations business and industry and labour.
Directs and executes actions address administrative and reporting requirements associated with the key performance and result indicators of functionality.
Oversees the preparation of management reports inclusive of annual reports, business case proposals and interim reports on the functions, performance and contribution of the Directorate to the Departments objectives.


Essential Requirements:


Master of Science Degree (NQF Level 9) in Town and Regional Planning or Urban and Regional Planning or Spatial Planning or any other related and equivalent qualification.
Professional registration with South African Council for Planners (SACPLAN) as a Professional Planner.
Valid motor vehicle driving license.
9 years relevant experience at a management level of which 5 years must be at a senior management level.


Preferred Requirements:


Doctor of Philosophy (NQF Level 10) in Town and Regional Planning or Urban and Regional Planning or Spatial Planning or any other related and equivalent qualification.
