MINIMUM REQUIREMENTS:


Formal NQF Level 8 qualification in Engineering (Civil).
A valid Professional registration with ECSA as a PrEng / Technologist or equivalent.
Minimum 15 years working experience in the construction sector post first engineering qualification.
Minimum of 5 years' experience leading/overseeing multidisciplinary Team.
Experience in managing multiple internal and external stakeholders.


ADVANTAGEOUS:


A postgraduate qualification in Business Management, Commerce, Environmental Science, Technology or Engineering.
Experience in managing a multi-disciplinary team in a fast-paced environment.
Extensive experience in project delivery and contract management.


WORKPLACE COMPETENCIES KNOWLEDGE:


Extensive knowledge of civil design and construction practices related to road works, as well as the road network maintenance and operations activities.
Good understanding of and experience in both toll and non-toll road network development, operations and funding.
Knowledge of relevant industry standards, specifications and legislation including SPLUMA, the SANRAL Act, and National Roads Act.
Knowledge and understanding of the local governmental landscape and the regulatory and legislative operating environment.
Knowledge and understanding of the Spatial Development Frameworks in South Africa including NSDF, PSDFs and MSDFs.
Knowledge and understanding of the relevant COTO Specifications and TRH/TMH guidelines.
Project implementation and management
Knowledge of the Public Finance Management Act (PFMA).
Ability to implement and follow governance and compliance procedures.
Understanding performance management policies and procedures.
An understanding of public relations and communications best practice, and principles.
Understand how to identify and define key stakeholders in public sector and industry and relevant engagement protocols per stakeholder.

Ability to objectively analyse and evaluate issues and factual evidence in order to form judgements.
Ability to evaluate available options and select an appropriate course of action to achieve a specific objective or solve a problem.
