Section 1: Description of Work and General Conditions

Presentation of GISCOR

Grassroots Initiative for Strengthening Community Resilience (GISCOR) is a national humanitarian and development organization that is non-governmental, non-profit, and non-political. GISCOR is actively present in North-Eastern and North-Western Nigeria, working to strengthen the resilience of populations affected by conflict and natural disasters.

Description of Tasks

The purpose of this tender process is to lead to the signing of a construction agreement for the rehabilitation of a Viewing Centre in Damaturu Local Government Area, Yobe State, with the most responsive and qualified bidder.

Rehabilitation works may include civil works, solar installation, and finishing, as detailed in the Bills of Quantities and technical drawings provided in the annexes.

The Works

GISCOR is seeking a competent, experienced, and reliable construction company to rehabilitate an existing Viewing Centre in Damaturu LGA. The successful bidder may also be considered for future construction or rehabilitation works.

Responsibilities of the Tenderer include but are not limited to:

Site preparation, assessment, and mobilization
Procurement, transportation, loading, and unloading of construction materials
Removal of debris, damaged fittings, and waste materials
Repair and rehabilitation of walls, floors, roofing, doors, and windows

Painting, finishing, and general refurbishment
Compliance with health, safety, and environmental standards
Quality assurance and supervision of works


Detailed technical specifications and drawings are provided in ANNEX B

Commencement and Completion of Work


The Tenderer shall commence work within five (5) days of signing the contract and site handover.
GISCOR shall hand over the site within 24 hours of contract signing unless otherwise agreed in writing.
The rehabilitation works shall be completed within Four (4) weeks from the date of site handover. Any request for extension must be submitted in writing within seven (7) days of the cause of delay.


Damages for Delay, Abandonment, and Cessation of Work

All provisions under this clause remain unchanged, including:


Cancellation of contract for non-performance
Liquidated damages of NGN 20,000 per day for delays
Liability for additional costs incurred by GISCOR


Abandonment of Work by the Agency

All terms under this section apply fully to the rehabilitation works, including compensation limits and settlement procedures.

Variations

No variations shall be undertaken without prior written approval from the GISCOR Program Officer. All approved variations shall follow the terms of this Tender.

Section 2: Conditions for Bidding

Place of Service

All services under this tender shall be carried out in:
Damaturu Local Government Area, Yobe State, Nigeria

The service provider must comply with GISCOR's Code of Conduct, Protection Policies, Anti-Corruption, and Counter-Terrorism clauses.

Administrative Verification

An administrative compliance check shall be conducted at the bid opening stage to verify that submissions meet the eligibility and submission requirements set out in this Invitation to Bid.

Any bid found to contain false, misleading, or incomplete information, whether intentional or not, shall be declared non-responsive and rejected.

Note: Failure to comply with any one (1) of the above requirements shall result in automatic disqualification of the bid.

Technical Evaluation (70 Points)

Only bids that pass the administrative verification stage shall proceed to the technical evaluation. The technical assessment shall be conducted in accordance with the criteria below:

Minimum Technical Threshold:


Only bidders scoring 35 points or above shall qualify for financial evaluation.


Financial Evaluation (30 Points)


The financial evaluation shall be based on the costs provided in Annex B (Bill of Quantities).


Scoring Formula:


Lowest evaluated bid × 30
Bidder's evaluated bid
Bidders are advised to submit realistic and market-based prices. Abnormally low or unrealistic bids may be rejected.


GISCOR reserves the right, subject to budget availability, to award the contract for all or part of the scope of work. Where a bidder declines partial award, the contract may be offered to the next ranked bidder.

Final Evaluation and Award

The final score shall be calculated as follows:

Final Score = Technical Score + Financial Score


The contract shall be awarded to the bidder with the highest combined score.
In the event of a tie, the bidder with the lowest financial offer shall be selected.
GISCOR reserves the right to enter into contract agreements with one or more suppliers for similar services.

2.6 Ethics and Labour Standards

All bidders and contractors shall comply with the International Labour Organization (ILO) conventions, including but not limited to:


Prohibition of forced or compulsory labour
Respect for freedom of association and collective bargaining
Provision of safe and hygienic working conditions
Prohibition of child labour
Payment of fair and legal wages
Reasonable working hours
Non-discrimination
Prohibition of harassment, abuse, or inhumane treatment


2.7 Environmental and Safety Standards

Suppliers must comply with applicable environmental laws and donor environmental safeguards, including:


Proper waste management and disposal
Pollution prevention (air, soil, and water)
Efficient use of energy and resources
Safe transport and handling of materials


2.8 Business Conduct and Exclusions

Suppliers must respect the rights and dignity of GISCOR beneficiaries and staff.

GISCOR shall not engage suppliers involved in:


Manufacture of weapons
Sale of arms to parties engaged in human rights violations or armed conflict


2.9 Cancellation of Tender Procedure

GISCOR reserves the right to cancel the tender process at any stage without liability, including where:


No technically or financially responsive bids are received
Project parameters change significantly
Force majeure or exceptional circumstances occur
All compliant bids exceed available budget
Fraud, irregularities, or errors affecting fair competition are identified
