Human Appeal has seven International Field Offices across the globe.
Main Job Purpose
Ensure the development and implementation of MEAL systems, data collection and analysis, management of the feedback mechanism (complaints and compliments) from beneficiaries, writing evaluation reports and documenting lessons learned to improve projects.
Key Outcomes:
Development and Implementation of MEAL Systems:
- Development of a MEAL plan for projects.
- Development and use of standard MEAL tools (indicator tracking matrix, etc.).
- Establishment of feedback and complaint mechanisms for beneficiaries.
- Use of technology for data collection.
Data Quality and Reporting:
- Regular collection of data and evidence on results, beneficiaries, and indicators.
- Production of regular reports (monthly, annual).
- Ensuring harmonization of monitoring and evaluation practices across teams.
Capacity Building and Learning:
- Technical support to program teams and partners for the use of MEAL tools.
- Training of staff and partners on MEAL tools and methodologies.
- Promoting a learning culture within teams.
Accountability and Inclusion:
- Ensuring accountability to beneficiaries, partners, and donors. Integrating gender-sensitive and inclusive approaches into programs.
- Promoting child and community participation.artner Relations: Are good relationships with partners and institutions maintained.
Core Responsibilities
The ‘’MEAL officer” will be responsible but not limited to:
- Implement monitoring and evaluation systems, processes and tools aligned with organizational and donor requirements.
- Establish and design M&E system across all project’s including feedback mechanism
- Coordinated all M&E activities (through data collection and reporting) across all HA projects.
- Developed Performance Monitoring Plans and MEAL systems
- Designed a rigorous internal programme data quality assurance system.
- Ensured and/or improved the standardization of data collection.
- Developed tools for need assessment, monitoring, evaluation and collection of success stories.
- Data Analysis: Analyzes performance indicators and project activities, and prepares analysis reports and case studies.
- Accountability: Manages the complaint and feedback mechanism for beneficiaries and communities.
- Reporting and Learning: Produces progress and final reports, documenting lessons learned and best practices to guide program strategy.
- Team Support: Builds the capacity of program staff and partners in the use of MEAL tools and practices.
- Tool Management: Develops and maintains indicator tracking tools (monitoring matrix, work plan) and ensures proper use of databases.
- Develop the necessary tools for need assessments, data collection and monitoring and evaluation of data.
- Contribute to and/or carry out the rapid needs assessments on key projects during the project lifecycle to investigate further opportunities for interventions.
- Ensure data is collected and analyzed regularly (with associated reporting) to respond to agreed indicators in a standardized manner.
- Support and (where necessary, lead) the development of ToRs and framework for evaluation and research activities.
- Establish and roll-out the necessary Complaint Response Mechanisms for Human Appeal country programs (Field and project level).
- Provide support in collecting data through comprehensive and multi-sectorial needs assessments for the development of new project proposals.
- Collating learning and valuable lessons learnt to be fed in new project development.
- Conducting impact assessments for high-priority programs.
- Ensure reports are submitted to all HA , clusters and other donors at national level as per the agreed reporting schedule
- Coordinate and consolidate internal reports to HA and ensure timely submission
- Develop and contribute to baseline surveys, quarterly and annual reports, in addition to other briefings, summaries, presentations, etc. for the donor as well as other audiences.
- Collaborate with CD and program team to analyses monitoring/evaluation findings and associated reporting to key internal and external stakeholders.
- Assist the Programs team in collecting success stories and lessons learned and in developing case studies and Msc (Most significant change) for experience sharing internally, with donors and for publication.
- Identify and document interventions and initiatives that can be replicated or scaled up.
- Develop donors reporting schedule and share on regular basis to PMs and Coordinators.
- Responsible for collating, documenting and disseminating lessons learnt to internal and external stakeholders.
- Capacity building
- Work with the project mission to develop a strong project MEAL system in all sectors of the Human Appeal mission whenever possible.
- Continuously build capacity of project staff in data collection and use through training, advice and support.
- Regularly document lessons learned and share best practices in data collection, monitoring and evaluation with project staff.
- Organize and undertake MEAL capacity building activities such as trainings and workshops for staff.
Job Requirements
Education
-
Higher diploma at least BAC + 3, in Monitoring and Evaluation, Project Management, Statistics, Social Sciences, Health, Demography or any other equivalent diploma
Experience
-
At least 3 years of experience working with monitoring and evaluation in an international NGO.

MS Office Suite
Languages

French: essential (for statutory/audit work in Senegal).

English: highly desirable/essential (for HQ and donor reporting).
