Job Summary


The Procurement Engineer is responsible for executing end-to-end procurement and supply chain activities for oil & gas projects, with a strong focus on international sourcing and vendor engagement.
The role ensures technical compliance, commercial accuracy, and timely delivery of materials, while maintaining high standards of documentation and coordination across stakeholders.
The position reports to the General Manager.


Key Responsibilities
Procurement Execution:


Manage the sourcing of materials, equipment, and services in line with approved procurement strategies and project requirements
Prepare and issue RFQs to pre-qualified vendors and drive timely responses
Evaluate vendor quotations, supporting both technical and commercial bid analysis
Develop and process purchase requisitions and purchase orders in line with internal approval frameworks.


Technical Compliance & Documentation (International):


Review and validate vendor technical submissions against project specifications, drawings, and applicable industry standards (API, ASME, ISO)
Interface with Engineering and Project teams to resolve technical queries and ensure alignment
Maintain accurate and up-to-date procurement documentation, including datasheets, technical clarifications, and evaluation records.


Vendor Management & Coordination:


Act as a key interface with vendors on pricing, delivery timelines, technical requirements, and documentation
Monitor supplier performance and proactively address delivery or quality issues, escalating where required
Support vendor prequalification processes and ensure vendor database accuracy.


Delivery & Logistics Coordination:


Track procurement progress and ensure adherence to delivery schedules
Work closely with logistics and site teams to coordinate timely delivery of materials
Support expediting activities, inspection coordination, and material receipt processes.


Reporting, Compliance & Governance:


Prepare and maintain procurement reports including RFQ logs, bid analysis trackers, and delivery schedules
Ensure adherence to procurement policies, ethical standards, and documentation requirements
Support internal audits and contribute to project close-out documentation
Operate within defined approval limits, with no independent contract or purchase order signing authority
Participate in vendor negotiations within defined scope (technical alignment and preliminary commercial discussions).


Qualifications & Experience


Bachelor's Degree in Engineering (Mechanical, Electrical, Chemical, or related discipline)
8 - 10 years experience in procurement or project engineering within oil & gas or heavy industry
Strong familiarity with oil & gas materials, equipment, and vendor documentation processes
Proven experience managing RFQs, bid evaluations, and procurement documentation.


Skills & Competencies:


Strong technical capability with the ability to interpret engineering drawings and specifications
High attention to detail with strong documentation and process discipline
Effective coordination and stakeholder communication skills
Ability to manage multiple procurement activities and competing priorities
Sound commercial awareness (pricing structures, lead times, Incoterms, delivery conditions)
Proficiency in MS Excel and ERP/procurement systems.
