The main responsibilities of the incumbent will, inter alia, include:
Administer end-to-end RFQ processes for procurement transactions below R1 million, including obtaining the required quotations in accordance with SCM thresholds and ensuring that correct specifications and documentation are used.
Evaluate quotations for compliance and responsiveness and prepare recommendation memoranda and submission packs for approval.
Process purchase requisitions and convert them into purchase orders while verifying supplier compliance documentation including CSD registration, tax status, BBBEE certificates and declarations.
Maintain accurate and complete procurement records to ensure a clear audit trail and compliance with governance requirements.
Conduct market research and cost comparisons to support value-for-money procurement decisions and recommend awards based on total cost of ownership where applicable.
Provide administrative support to bid committees for low-value bids, including preparing submission packs, maintaining records and supporting committee documentation.
Provide guidance to internal stakeholders on tactical procurement processes, respond to SCM queries and escalate potential risks or delays where necessary.
Ensure ongoing compliance with PFMA, National Treasury Regulations, Preferential Procurement Regulations and internal SCM policies, while maintaining procurement registers and compiling periodic SCM reports.
Requirements
We are looking for a dynamic, hardworking and committed individual who meets the following requirements:
Minimum of a completed National Diploma (NQF-Level 6) or Degree in Logistics and/or Supply Chain Management / Public Management / Commerce. NQF-Level 7 will be an added advantage.
CIPS Level 3-4 Diploma, Chartered Institute of Procurement and Supply or relevant professional membership advantageous.
Minimum 4 years' experience in Supply Chain Management in Public Entity/ies.
Experience in administering procurement transactions, RFQs, quotations, and low value bids and contracts.
Experienced in the application of National Treasury's supply chain management guidelines, Treasury Regulations, Instruction Notes and Supply Chain Management Instruction Notes, Preferential Procurement Policy Framework Act (PPPFA), Broad-Based Black Economic Empowerment (B-BBEE) Act and the Code of Good Practices.
Proven working knowledge in the application of Public Finance Management Act (PFMA) in a scheduled 3A public institution specifically will be advantageous.
Regulatory interpretation and analytical skills
Strong verbal and written communication skills with the ability to engage professionally with internal stakeholders, suppliers and committees, and to draft procurement documentation such as RFQs, memos, evaluation reports and compliance records.
Ability to prepare procurement reports and maintain accurate, clear and audit-ready documentation to support transparent and compliant procurement processes
