MINIMUM REQUIREMENTS:


NQF Level 8 honors' degree in computer science, Informatics, Information Systems, or related field.
COBIT, Business Analysis, Agile or Scrum Certification.
A minimum of 10 years' relevant experience in Applications Development Lifecycle.
Minimum 5 years' experience in management/leadership level/role in IT.
Software Development.


KEY RESPONSIBILITIES:

Strategic Leadership & Planning


Provide strategic direction for application development and modernisation across SANRAL.
Align application services with SANRAL's ICT strategy and organizational objectives.
Lead enterprise-wide adoption of modern development practices and digital innovation.
Ensure budgeting, planning, forecasting, and business case development for application programmes.
Drive stakeholder engagement and ensure business value delivery through technology.


Application Development & Modernisation Delivery


Develop and implement application development, maintenance, and modernisation strategies, policies, and procedures.
Lead transformation programmes include rearchitecting, refactoring, and migration of legacy systems.
Promote cloud-native development, containerization, and microservices architecture.
Oversee planning, execution, and delivery of application projects ensuring timelines, cost control, and quality.
Guide the integration of AI and automation capabilities where beneficial.


Technical Governance & DevOps Enablement


Ensure adherence to SDLC, Agile, Scrum, and DevOps methodologies.
Oversee sprint planning and agile delivery in partnership with Project
Managers and Scrum Master.
Establish governance frameworks for application architecture, security, and compliance.
Identify and mitigate risks associated with application modernisation initiatives.
Ensure applications comply with SANRAL regulations and industry's best practices.


People Management & Capability Development


Manage and mentor teams of developers, architects, analysts, and technical specialists.
Build a high-performance culture focused on innovation, collaboration, and continuous improvement.
Ensure skills development and capacity building aligned to modern technology requirements.
Foster cross-functional collaboration between ICT teams, business units, and external service provider.
