Requirements
A relevant 3-year tertiary qualification preferably a B-Degree or BTech in SCM/Law/Commerce/Built Environment
5 - 8 years or more relevant experience covering all aspects of the relevant SCM processes
Good knowledge of Local Government-related legislation and policies advantageous
Management of Staff
Computer Literacy
Valid driver's licence
Key Performance Areas
Providing advanced professional and technical support in all administrative aspects of the tender process, including demand planning, tender specification development, bid evaluation, contract award, and post-award processes
Ensures compliance with relevant legislative frameworks, provides guidance to junior staff, and contributes to efficient and transparent procurement practices aligned with the City of Cape Town's SCM policies
Managing and overseeing all administrative aspects of the tender process for the Directorate, ensuring alignment with the City of Cape Town's Supply Chain Management (SCM) policies, legislative compliance, and strategic procurement objectives Chair and lead committees responsible for tender specification development and bid evaluation.
Responsible for establishing priorities and directing the work of internal staff, consultants, and contractors involved in tender administration.
Oversee, develop, advise and track the Directorate procurement demand plan. Oversee, guide, advise and develop bid specifications.
Oversee, guide, advise and evaluation submitted bids.
Delivering on technical, resource, cost, and scheduling commitments within an integrated procurement and contract management environment.
Stakeholder Engagement and acting as a liaison between societal stakeholders, the Directorate, SCM, Legal Services, and internal clients
Provide reporting services and the collation of base data and generation of reports to multiple audiences through aggregated data.
