Description

Asset Register Management


Maintain a complete and accurate asset register.
Capture asset details (description, serial number, cost, location, custodian, barcode, etc.).
Ensure assets are correctly classified (capital vs. inventory).
Update the register for acquisitions, transfers, impairments, and disposals.


Asset Acquisition & Capitalisation


Verify supporting documentation (invoices, GRNs, approvals).
Ensure that assets are correctly capitalised in accordance with applicable accounting standards (e.g., GRAP).
Confirm the correct useful life and depreciation method.


Safeguarding & Control


Tag and barcode assets.
Conduct regular asset verification and physical counts.
Investigate missing or damaged assets.
Implement internal controls to prevent loss, theft, or misuse.


Asset Movement & Transfers


Process inter-departmental transfers.
Update location and custodian details.
Maintain signed asset handover forms.


Disposal Management


Facilitate disposal processes (auction, donation, recycling, write-off).
Ensure disposal is approved in line with policy and PFMA requirements.
Remove disposed assets from the register.
Record gains or losses on disposal.


Compliance & Reporting


Ensure compliance with:
Public Finance Management Act (PFMA)
Treasury Regulations GRAP.
Prepare asset-related reports for management and auditors.
Assist during internal and external audits.


Reconciliation & Financial Reporting


Reconcile the financial register with the verification register.
Support preparation of Annual Financial Statements.
Provide supporting schedules for audit purposes.


Policy & System Management


Develop and update asset management policies and procedures.
Administer and maintain the electronic asset management system.
Train staff on asset control procedures.


Risk & Governance


Identify asset-related risks.
Recommend improvements to internal controls.
Support consequence management where losses occur.


Requirements


A Bachelor's Degree/Advanced Diploma in Financial Management / Accounting/ Logistics/ Internal Auditing/ Public Administration.
Three (3) years of asset management experience with one (1) year at a supervisory level.
Proficiency in NetTrace or another asset management system
Proficiency in SAGE or another financial system.
A valid driver's license.
Knowledge of PFMA and Treasury Regulations.
Ability to apply GRAP standards in asset recognition, measurement, and impairment
