Description


The Finance and Administration Officer will ensure sound financial management, accounting, and administrative systems to guarantee transparency, efficiency, and compliance with AfDB/FAPA and WEWE policies.
The officer will ensure effective financial management, reporting, and administrative oversight for the HORTISUN project, enabling efficient use of resources and compliance with AfDB/FAPA and WEWE standards. He/She will report to the Project Coordinator


Key Responsibilities and Tasks


Overall - To ensure sound financial management, compliance, and reporting.
Financial Planning and Budgeting: Develop, monitor, and update project budgets; provide forecasts and financial projections.
Accounting and Record-Keeping: Maintain accurate financial records, track expenditures, and ensure proper documentation.
Financial Reporting: Prepare monthly, quarterly, and annual financial statements in line with donor requirements.
Compliance and Internal Controls: Implement internal controls; ensure all financial transactions adhere to AfDB/FAPA and WEWE guidelines.
Cash Flow Management: Monitor project cash flow and ensure timely disbursement of funds to staff, vendors, and partners.
Procurement and Payment Oversight: Review procurement financials; approve payments in line with established procedures.
Audit and Accountability: Support internal and external audits; implement corrective measures as recommended.
Transparency and Advisory Support: Keep records, ensure compliance, and advise management on financial risks and opportunities.


Deliverables


Approved budgets and financial plans.
Monthly, quarterly, and annual financial reports.
Records and documentation for audits.
Reports on financial compliance and internal control assessments.


Qualifications and Experience


Degree in Accounting, Finance, or Business Administration; professional certification (ACCA, ICAN, CPA) is an advantage.
Minimum of 4 years' experience managing finances in donor-funded development projects.
Knowledge of AfDB, FAPA, or multilateral donor financial regulations.
Excellent analytical, reporting, and organizational skills.
High integrity and attention to detail.
