Widows and Orphans Empowerment Organisation (WEWE), a non-profit organisation headquartered in Abuja, has received grant funding the Fund for African Private Sector Assistance (FAPA), through the African Development Bank (AfDB), to implement the Horticultural Supply Chain for Smallholder Farmers (HORTISUN) Project in Kaduna State, Nigeria.
The project seeks to enhance the competitiveness, resilience and inclusiveness of Nigeria's horticulture sector, with particular emphasis on the tomato value chain in Kaduna State. Specifically, HORTISUN aims to increase productivity, reduce post-harvest losses and promote sustainable agribusiness models through youth- and women-led micro, small and medium-sized enterprises (MSMEs).
Using a Market Systems Development (MSD) approach, the project will work with relevant market actors and leverage the capacities of MSMEs to achieve sustainable impact, scalability and replication.
The project will be implemented over a period of 24 months, from September 2026 to August 2028


Description


The Procurement and Operations Officer will ensure that all goods, services, and works are procured efficiently, transparently, and in line with donor guidelines, while supporting the smooth execution of project operations. He/She will report to the Project Coordinator


Key Responsibilities and Tasks


Lead the end-to-end procurement process including planning, solicitation, evaluation, negotiation, and contract award in accordance with AfDB/FAPA procurement guidelines.
Develop, update, and monitor the project procurement plan and ensure timely implementation of approved procurement activities.
Prepare Request for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs) and manage bid evaluations and vendor selection processes.
Maintain a comprehensive vendor database and ensure prequalification, due diligence, and performance monitoring of suppliers and contractors.
Ensure that procurement documentation is complete, compliant, and properly archived for audit and donor review purposes.
Support the preparation and review of procurement-related reports, including quarterly procurement status reports and contract management trackers.


Operations and Logistics:


Oversee general project operations including office administration, logistics coordination, and asset management.
Coordinate the timely delivery of procured goods and services to project locations, ensuring quality and compliance with specifications.
Manage project assets, equipment, and inventory; ensure effective utilization and regular updates of asset registers.
Support the organization of project workshops, training sessions, and field missions, including logistics, travel, and accommodation arrangements.
Ensure efficient fleet management, fuel control, and maintenance of project vehicles in accordance with operational policies.


Compliance and Coordination:


Ensure full compliance with donor procurement and operational procedures, as well as national regulatory requirements.
Support contract administration and ensure timely renewals, extensions, and close-outs of procurement agreements.
Liaise with finance and technical teams to ensure accurate budget forecasts, procurement cost tracking, and timely payments to vendors.
Coordinate with implementing partners, MSMEs, and government stakeholders to facilitate smooth delivery of project interventions.
Provide operational inputs during project planning, reporting, and audit exercises.


Reporting and Documentation:


Prepare regular procurement and operational progress reports for inclusion in quarterly and annual project reports.
Maintain up-to-date procurement and operations trackers and share periodic updates with management and the donor.
Support the preparation of mission reports, supervision visit summaries, and end-of-project completion reports highlighting key lessons learned.


Deliverables


Approved and up-to-date procurement and operational plans.
Quarterly and annual procurement and operations reports.
Complete and auditable procurement documentation and contract registers.
Functional and well-coordinated logistics and administrative systems supporting project delivery.
Final project operations and procurement completion report highlighting key achievements and lessons.


Qualifications and Experience


Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Operations Management, or related field (Master's Degree preferred), and any other relevant degree with a minimum of 5 years progressive experience in procurement and/or operations management
Professional certification such as CIPS, ISM, or equivalent will be an added advantage.
Minimum of 7 years' progressive experience in procurement and operations management within donor-funded agricultural or development projects.
Demonstrated knowledge of AfDB, World Bank, or other multilateral donor procurement regulations and procedures.
Proven experience in procurement planning, contract management, and vendor relations.
Strong analytical, coordination, and communication skills, with the ability to manage multiple priorities effectively.
Proficiency in Microsoft Office applications and e-procurement systems.
Fluency in English is required.
