Description


The Monitoring and Evaluation Officer will lead data collection, performance tracking, and results reporting, ensuring that project outcomes align with the Results-Based Framework and AfDB standards.
He or she will design, implement, and manage the project's monitoring and evaluation system, providing data-driven insights to guide decision-making, track performance against objectives, and ensure accountability to AfDB/FAPA and WEWE. He/She will report to the Project Coordinator.


Key Responsibilities and Tasks


Design and Implementation of M&E System: Develop M&E framework, indicators, data collection tools, and reporting templates.
Data Collection and Validation: Collect, validate, and maintain reliable project data from field activities.
Performance Tracking and Reporting: Prepare monthly, quarterly, and annual performance reports aligned with AfDB/FAPA requirements.
Baseline, Midline, and Endline Studies: Conduct surveys to assess project impact and inform adaptive management.
Learning and Knowledge Management: Analyse trends, document lessons learned and develop success stories to inform stakeholders.
Capacity Building: Train project staff, MSMEs, and partners on M&E systems, tools, and reporting processes.
Data Visualization and Decision Support: Produce dashboards, charts, and summaries to guide project management and strategic decisions.
Compliance and Quality Assurance: Ensure adherence to AfDB/FAPA M&E standards and conduct periodic data quality checks.

Functional M&E framework and system.
Baseline, midline, and endline survey reports.
Monthly, quarterly, and annual M&E reports.
Data dashboards and visualizations for management use.
Documented lessons learned and success stories.
Training materials and sessions for staff and MSME partners on M&E.


Qualifications and Experience


Degree in Statistics, Economics, Agricultural Economics, Development Studies, or related field.
Minimum of 5 years of experience in M&E of donor-funded agricultural or development projects.
Demonstrated expertise in designing M&E systems and conducting quantitative and qualitative analyses.
Proficiency in data management software, data visualization, and reporting tools.
Strong analytical, report-writing, and presentation skills.
Familiarity with AfDB/FAPA or similar donor M&E requirements is an advantage.
