SECTION 1: Invitation to Submit Proposals

Community Development and Reproductive Health Initiative (CODERHI), in partnership with Oxfam, invites eligible consulting firms and qualified consultants to submit Technical and Financial Proposals for the provision of consultancy services to undertake a Rapid Needs Assessment and facilitate a Youth Enterprise Development Training through Private Sector-Oriented Skills Acquisition for Ward Development Support Committees (WDSCs) in Kwaya Kusar Local Government Area, Borno State.

The consultancy aims to strengthen the entrepreneurial capacity of WDSCs through practical, market-driven skills acquisition and enhanced engagement with private sector actors to support sustainable livelihoods and community development.

The detailed Terms of Reference (TOR) are attached as Annex I.

SECTION 2: Scope of the Assignment

The successful consultant shall be responsible for:


Conducting a Rapid Needs Assessment.
Undertaking market and value chain analysis.
Recommending two or three priority skills areas.
Developing practical training modules.
Procuring all practical training materials.
Identifying qualified local resource persons from within the LGA and especially among the WDSC who can serve has co-facilitators.
Facilitating practical skills acquisition training.
Submitting all required reports and deliverables.


Detailed responsibilities are provided in the attached TOR.

SECTION 3: Eligibility Requirements

Interested applicants must:


Be a legally registered consulting firm or individual consultant.
Demonstrate relevant experience in enterprise development, livelihood programming, vocational skills training, or private sector development.
Have experience implementing similar assignments for NGOs, UN agencies, government institutions, or development partners.
Possess qualified personnel with relevant technical expertise.
Demonstrate experience working in fragile or conflict-affected settings (added advantage).


SECTION 4: Proposal Submission Requirements

Applicants shall submit two separate proposals along side Annexes below

Total Consultancy Cost


The Financial Proposal should clearly indicate taxes (VAT 7.5% and WHT 5%)

SECTION 5: Mandatory Documents

Applicants shall submit:

Valid Tax Clearance Certificate
Evidence of Similar Assignments
Updated CVs
Professional Certificates (if any)
At least two Client References


Failure to submit mandatory documents may result in disqualification.

SECTION 6: Evaluation Methodology

The evaluation shall be conducted using the Quality and Cost-Based Selection (QCBS) method.

Stage One: Preliminary Examination

The Procurement Committee will examine submissions to confirm compliance with the mandatory requirements.

Only responsive proposals shall proceed to technical evaluation.

Only proposals scoring 70 points or above in the technical evaluation shall proceed to the financial evaluation.

Stage Three: Financial Evaluation (30%)

Financial proposals shall be evaluated based on reasonableness, completeness, and value for money.

The final score shall combine the Technical (70%) and financial (30%) scores.

SECTION 7: Payment Schedule

Payments shall be made upon satisfactory completion and approval of agreed milestones.

SECTION 8: Confidentiality

The successful consultant shall maintain confidentiality of all information obtained during the assignment.

No information shall be shared without prior written authorization from CODERHI.

SECTION 9: Ownership of Deliverables

All reports, training manuals, assessment data, photographs, learning materials, and other outputs produced under this consultancy shall become the property of CODERHI and Oxfam.

SECTION 10: Ethical and Safeguarding Requirements

The successful consultant shall comply with:

Anti-Fraud and Anti-Corruption Policies


SECTION 11: Conflict of Interest

Applicants shall disclose any actual or potential conflict of interest. Failure to disclose conflicts may lead to disqualification.

SECTION 12: Right to Reject

CODERHI reserves the right to:


accept or reject any proposal;
cancel the procurement process at any stage;
negotiate with the preferred bidder;
award the contract in whole or in part.


Submission of a proposal does not constitute a commitment to award a contract.

SECTION 13: Proposal Validity

Proposals shall remain valid for 90 calendar days from the submission deadline.
