This is a hybrid position with frequent travel, open to candidates based in RI countries of operation.

About the Opportunity

The Roving Team Leader is deployed to support existing country programs during emergency response operations, lead the establishment of new Relief International (RI) programs in crisis-affected areas or for gap filling. The role carries overall responsibility for rapidly and effectively designing, launching, and managing RI’s response to address the immediate needs of affected populations. The Team Leader ensures that all interventions are delivered in accordance with RI’s humanitarian principles, global standards, and operational procedures.

A key component of the role is to facilitate a smooth transition from the emergency phase to long-term programming by ensuring effective handover, capacity building, and knowledge transfer to country-level teams to maintain continuity and sustainability of RI’s operations.

Your Responsibilities

This role includes the following responsibilities.

  • Lead Emergency Response Operations: Coordinate field implementation, operational support, and strategic priorities to ensure coherent and timely action.
  • Risk & Compliance Management: Identify operational and programmatic risks early, propose mitigation strategies, and maintain adherence to organizational standards.
  • Operational Oversight: Manage logistics, staff movement, supply chains, and cross-border interventions while ensuring efficient systems and resource alignment.
  • Security & Access Leadership: Act as focal point for security management and access negotiations, maintain situational awareness, and ensure staff safety protocols.
  • Representation & Leadership: Represent the organization in external forums, build strong stakeholder relationships, supervise emergency teams, and foster a culture of accountability and collaboration.

About You

You will bring the following experience and skills.

  • Bachelor’s degree in International Relations, Security Management, Humanitarian Affairs, or related field (Master’s preferred).
  • Substantial progressive experience managing humanitarian operations, access, and security in conflict or cross-border contexts.
  • Proven ability to coordinate multi-country teams and navigate complex political and operational environments.
  • Strong experience liaising with government authorities, UN, and INGOs.
  • Excellent analytical, communication, and negotiation skills.
  • Fluent in English and French. Arabic language skills are a bonus.
  • Demonstrated leadership, discretion, and resilience under pressure.
  • Familiarity with BHA, ECHO, or other donor compliance frameworks.
  • Prior experience in Sudan, Chad, or Sahel-region humanitarian operations.
  • Advanced training in security or humanitarian access management would be a bonus.
